OR 63-A-1 Fire Code for apartments & apartment complexes AN ORDINANCE OF THE CITY OF COPPELL, TEXAS ORDINANCE NO. 63A1 AN ORDINANCE OF THE CITY OF COPPELL, TEXAS, AMENDING THE FIRE CODE OF THE CITY OF COPPELL REQUIRING ALL APARTMENTS AND APARTMENT COMPLEXES CONSTRUCTED WITHIN THE CITY TO MEET THE FOLLOWING STANDARDS: PROVIDE ALL WEATHER STREETS TO GIVE FIRE DEPARTMENT ACCESS TO ALL PARTS OF THE COMPLEX; PROVIDE ALL UNITS WITH A FRONT AND BACK ENTRANCE; PROVIDE ALL WALKWAYS, HANDRAILS, AND STAIRS TO BE CONSTRUCTED OF NON-COMBUSTIBLE MATERIALS; PROVIDE FIRE WALLS FROM THE FOUNDATION TO TWO (2) FEET ABOVE THE ROOF LINE FOR EACH EIGHT UNITS (FOUR ON TOP AND FOUR ON BOTTOM); PROVIDE THAT ALL ALL APARTMENTS OVER TWO STORIES MUST BE COMPLETELY SPRINKLED; PROVIDE SMOKE AND HEAT DETECTORS BE PLACED IN EACH UNIT; PROVIDE THAT NO WINDOW SHALL BE LESS THAN 24 INCHES BY 24 INCHES ON THE INSIDE; PROVIDE THAT FIRE HYDRANTS BE PLACED WITHIN THE COMPLEX NO MORE THAN 600 FEET APART; PROVIDE FIRE LANES WHICH SHALL BE MAINTAINED AND KEPT CLEAR AT ALL TIMES; REQUIRING ALL EXIT WALLS TO BE 100% MASONRY AND ALL OTHER WALLS TO BE AT LEAST 75% MASONRY, EXCEPTING ROOF OVERHANG AND GABLE ENDS; PROVIDING THAT NO APARTMENT BUILDING SHALL BE CONSTRUCTED WITH WOOD SHINGLES; PROVIDING A REPEALING CLAUSE; PROVIDING A SEVERABLIITY CLAUSE; PROVIDING FOR A PENALTY OF FINE NOT TO EXCEED THE SUM OF TWO HUNDRED DOLLARS ($200.00) FOR EACH OFFENSE AND DECLARING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF COPPELL, TEXAS: SECTION 1. AMENDMENT TO FIRE CODE, APARTMENT REGULATIONS THE FIRE CODE of the City of Coppell is hereby amended by adding thereto the following regulations and requirments which shall apply to aH apartment construction and apartment complexes hereafter built within the City: A. All weather streets shall be provided within any complex to give the fire department proper access. F. G. H. Each apartment unit must have both a front and back entrance. A1} walkways, handrails and stairs must be constructed of non- combustible materials. Fire walls shall be provided from the foundation to two (2) feet above the roof line for each eight (8) units (four on top and four on bottom). All apartments over two (2) stories must be completely sprinkled. Each apartment must be provided with smoke and heat detectors. No window shall be less than 24 inches by 24 inches on the inside. Fire hydrants must be provided within the complex and placed no more than 600 feet apart. Proper fire lanes must be provided, maintained and kept clear at all times. All exit walls shall be 100% masonry construction and all other walls shall be at least 75% masonry construction, excepting the roof overhang and gable ends. No apartment within the city shall be constructed with a wood shingle roof. SECTION 2. REPEALING CLAUSE All ordinances, or parts of ordinances, inconsistent or in provisions of this ordinance are hereby repealed. confHct with the SECTION 3. SBVER~IBILITY CLAUSE If any article, paragraph or subdivision, clause or porvision of this ordinance shall be adjudged invalid or held unconstitutional, the same shall not affect the validity of. this ordinance as a whole or any part or provision thereof, other than the part so decided to be invalid or unconstitutional SECTION 4. PENALTY CLAUSE Any person, firm or corporation violating any of the provisions of this ordinance sshall be deemed guilty of a misdemeanor and, upon conviction, shall be punished be a penalty of fine not to exceed the sum of Two Hundred Dollars ($200.00) for each offense, and each and every day such offense is continued shall constitute a new and separate offense. SECTION 5. EFFECTIVE DATE This ordinance shall take effect immediately from and after the publication of its caption, as the law in such cases provides.
