AN ORDINANCE OF THE CITY OF COPPELL, TEXAS, APPOINTING
COMISSIONERS SERVE AS THE BOARD OF EQUALIZATION FOR THE YEAR
1967; FIXING A TIME FOR THE MEETING OF SUCH BOARD; SETTING FORTH
CERTAIN PROCEDURES FOR THE CONDUCT OF HEARING BEFOR THE BOARD
AND DECLARING AN EMERGENCY.

that may be made at that time. In the event the Board determtnen
that the values on the lists or books of the Tax Assessor shall
be changed, the Board shall make such correction so that the
values of such properties are set at the proper figure. When
the Board has made its examination and has determined that the
value of such properties are correctly equalized, the t3oard Shall
adjourn to a date set for their '~econd Meeting" which shall be
not tess than ten (10) nor more than fifteen (15) days fro~ the
date of adjournment, such d~te to ~e fixed in the order of
journment.
Section 5: NOTICE OF .YRCOND MIiETINO~
In a!.l cases where the Board of Kqusllzation shall raise
th~ valise of any property appeartn~ on the list or books of
Assessor or shall raise the value of any ~ropertM above its value
as established for the preceding year or shall raima the value
any property above the value as rendered by the owner of such
property or the person rendering the sa~e, the Board shall cause
the Secretary (~f the ~ard to give written l~otice t<'~ the owner of
such property or to the person rendering same, which maid Notice
shall state the increased valuation placed upon such property and
that the owner may appear at such "Second Meeting" if they desire,
to file their protent before the Board re~tuestt, n~ that the B~ard
schedule their case for a hearing so that they may show cause
why their property should not be so valued, The ~ard shall
also direct that the Secretary publish in the official newspaper
of the City notice of this meeting of the ~ard of Equali~tion.
The Second tteettn~ of' the ~rd of ~qualization
be for the sole purpose of receiving from each person wishisl to
appear before the l~oard his request for a hearing, t copy of
the "'Request for Hearing" form to Oe filed by persons wishin~
to appear before the Board is attached hereto as Exhibit

Any attorney representing any person or persons must fill out
separate "Request for Hearing" form for each person he will.
represent before the Board. The Board of ~quali~ation wit! not
hear cases at its "Second Meeting" and as noon as all persons
wishing to fi. lo Requests for Hearing have done so, the ~oard
shall, recess and meet in a non-public executive session for the
purpose of scheduling the Requests for ljeartng. The Board will
then reconvene its public session and announce the date of its
next meeting and the names of those scheduled to appear ~fore
the Board at such time. The Chairman of the Board shall then
direct the ~ecretary to notify each person scheduled for a
hearing of the time and place of same. Such Notice to Ue
letter addressed to the person making the Request for Hearing
at the address shown on his ~equest for Hearing form. Any person
wishing to !~e heard by the ~oard of Equalization must file or
cause to be filed with the Board him Request for Hearing at maid
Second Ifeetlng of the Board and except as provided for in Section
8 of this Ordinance, the Board shall not receive or schedule for
hearin~ any Request fo~' Hearing not flied ~rior to the adjourn-
ment of said Second Meeting.
Section 7: THIRD MEETING:
The Third Meeting or phase of tie ~oard'8
shall be devoted to hearing the various cases filed with the
Board. Said Third phase of the Board's hearing shall consist of
am many meetings as shall 5e necessary to bear all of the requests
filed with the Board at its "Second Meetin~." At the end of
each meeting, the Board shall announce the na~es of the persons
scheduled to be heard at the next mestin~ of the Bo~rd and sh~ll
tnsure that such persons are so notified. When the Board finds
that it has given ample opportunity to those requestin/t a hear-
.ins to have such hearing, including t~ose persons requesting a
hearing under the provisions of Section 8 of this Ord~.nance, the
Board shall close Its public hearings and recess to convene on
call of the Chat. r~an of the Board.
Section 8: COl/PLAINT:
Any person who has failed to fill a [~equest for ll~ring
with the Board prior to the end of the i~ard'$ .~econd i/eettng
and wishes to be heard by the Board may file with the Board at
any time ~efore the final, action of the Board a written Co~plaint
addressed to the Chairman of the lloard of ~qualization and the.
Board sh~ll schedule a hearing on sa~d Co~plaint prior to
closing the pub}lc hearings before the Board. ~id Co. plaint
shall be in writinf~, shall ~et fo~'th the description of the pro-
perty tnvo~.ved, and sha~] state the co~plain~ant's rea.on for
not filing his l/equest for Hear[nt~ with the Board prior to the
closin~ of J. ts Secoad t/eating. Provided, however, that said
complaintant shall h~ve th~ right to be heard by the Board even
though his excuse for fai]~,nt~ to f~]e his application for hear-
ins be without merit.
Section 9: FOUR.fl MEETING:
On call ~y the Ch~ir~n of the ~ard of Equalization,
the Board shall reconvene for its Fourth I/eettn~ or phase, at
which time the ~ard will review and dell~rate the v~rloul
S~I1 d~rect the Secretxr~ to not~fy all persons who have c~e
before the ~nrd o~ the d~lsion of the ~ard with res~ct to
their p~oper ry.
When the ~ard is of the open,on t~t the va~ue~ on
the lists or b~ks of the ~ A~sessor have been equali~ed,
the ~rd s~!l by a ~otion duly ~ssed, ap~ove said list or
~oks and return sa~e te the ~x Assessor, directin~ her to make
up therefr~ a ~neral Tax Hol~. and return said ~x Eoll to-
~ether with the ap~oved lists or b~ks to the ~ard at its next
~eet:tn~. The ~ard shall then r~cess until its next session to
be called by the Chairman.
At the Fifth ~eettn~ of the ~ard of Equall~,atioe the
~ard s~ll receive fr~ the Tax Assessor the "~n~ral Tax Roll"
as =adc up fr~ the approved lists or books of the Tax Assessor
and if, u~n examination of tho sa~e, the ~ard is of the optnioa
that the ~x ~o11, Is corr~t In accordance with the approved
lists or b~ks of the Tax Asses~r, the ~ard s~ll lpprove
said "General Tax ~o11'* and u~n findi~ no further busines~ to
c~a before the ~ard, shall adjourn for the year 1967.
Sectt~ 11: PRES~ATION OF TAX ~O~ ~ CI~ ~I~I
U~n approval of the "General Tax Roll" by the ~ard
of Equalization, the Tax Assessor shall present sa~e to the Clt~
~uact 1.
