MINUTES
The Coppell Economic Development Committee met at 6:00 p.m. on Wednesday,
February 5, 2003, at Coppell Town Center, 2nd Floor Conference Room, 255 Parkway
Boulevard, Coppell, Texas. The following were present: Chairman Bill Rohloff, Gary
Roden, Bruce Bradford, Jay Thompson, Ron Hansen, Kris Fichtner, Mohamed Elmougy,
Matt Hall, Robert Key, Councilmember Bill York, City Manager Jim Witt, Chad Beach,
Gary Sieb, and Andrea Roy.
WORK SESSION
(Open to the Public)
Call to Order.
The meeting was called to order at 6:00 p.m.
Introduction of new member: Chamber Appointee Matt Hall
Mohamed Elmougy introduced new appointee Matt Hall.
Approval of Minutes
It was moved by Gary Roden and seconded by Robert Key that the minutes of the
January 8, 2003, meeting be approved as recorded. The motion passed
unanimously.
EXECUTIVE SESSION (Closed to the Public)
Convene Executive Session
A. Section 551.072, Texas Government Code-Deliberation regarding
Real Property.
1. Discussion regarding Land Acquisition west of Coppell Road and
south of Bethel Road.
Section 551.087, Texas Government Code-Deliberation regarding
Economic Development Negotiations.
1. Discussion regarding financial and other incentives for a business
prospect in Old Coppell.
Chairman Bill Rohloff convened into Executive Session at 6:03 p.m., as allowed
under the above-stated article. Chairman Rohloff recessed the Executive Session
at 6:30 p.m. and opened the Work Session.

Update on Marketing Events
A. National Association of Industrial & Office Properties (NAIOP)
Breakfast Meeting
Staff and those Committee members who attended the NAIOP Breakfast
briefed the other Committee members on the events of the Breakfast.
Approximately 200 members were in attendance and the City's presence
at the breakfast was very well received. It was discussed that the
Committee may consider making this an annual event, as those who attend
these functions are the brokers and developers to whom Coppell is
targeting.

Dallas Business Journal Ad
Staff informed the Committee that an advertisement will be placed in the
February 28th edition of the Dallas Business dournal, which presents the
development deal awards for the past year. The City has collaborated with
Duke Realty, Cushman & Wakefield, and Allegiance Title, to create an ad
that will welcome The Container Store to Coppell. The shared ad will
greatly reduce our advertisement costs.

General Discussion, Other business, and update on development projects.
Staff informed the Committee that City and Mr. Walker, owner of the vacant
shopping center at Sandy Lake Road and MacArthur Blvd., are sharing in the
costs of clearing out the drainage area in front of his property. Mr. Walker has
brought up this issue on several occasions, indicating that the trees and vegetation
greatly distract from his ability to successfully market the property.
Staff also informed the Committee of the recent ACTIS Manufacturing grand
opening held at their facility in the DFW Trade Center. Additionally, expansions
for both Havertys Furniture and Washington Mutual were discussed.
Adjournment
With no further business to discuss, it was moved by Kris Fichtner and seconded
by Gary Roden that the meeting adjourn. By unanimous vote, the meeting was
adjourned at approximately 7:00 p.m.
