MINUTES
The Coppell Economic Development Committee met at 6:00 p.m. on Wednesday, March 5, 2003 at
Coppell Town Center, 2nd Floor Conference Room, 255 Parkway Boulevard, Coppell, Texas 75019. The
following were present: Chairman Bill Rohloff, Gary Roden, Bruce Bradford, Kris Fichtner, Matt Hall,
Mary Ann Kellam, Council member's Jayne Peters and Dave Herring, City Manager Jim Witt, Chad
Beach, Gary Sieb, Andrea Roy, and Scarlett Hovland.
Call to Order
Bill Rohloff called the meeting to order at 6:05 p.m.
Approval of Minutes: March 5, 2003
It was moved by Bruce Bradford and seconded by Kris Fichtner that the minutes of the March 5,
2003 meeting be approved. The motion passed unanimously.
Consideration of a Tax Abatement for Dexas International, Ltd.
· Andrea Roy explained that a request by Dexas International, Ltd. For tax abatement and
economic development incentive grant for a 150,000 square-foot office/warehouse facility on
approximately 12 acres within the Freeport North Business Park, located at the northwest
comer of Creekview and Royal Lane be considered.
· Chad Beach provided a summary of the estimated valuation of development.
A representative made presentation for Dexas International, Ltd. He explained that Dexas is a
plastic manufacturer. Their largest commodity is the making of cutting boards and clipboards.
They employ approximately 120 employees. Their current lease will end on December 31,
2003.
Discussion followed. It was moved by Gary Roden and seconded by Kris Fichtner that Dexas
International, Ltd be granted a 5-year, 75% tax abatement for both real and personal property.
Bruce Bradford abstained from the vote. The motion passed.
Update on Marketing Events
· Chairman Bill Rohloff shared the Dallas Business Journal that contained the City's
advertisement.
City Manager shared the results of the Dallas Business dournal 2002 Awards of which were:

General Discussion, Other business, and update on development projects
· A restaurant business considering Old Town for their location has found the site to not be
accommodating and costs were also a concern.
· Andrea shared that Jay Thompson had submitted a letter of resignation from the committee.
· Bill Rohloff and Gary Roden attended the Mayor's Leadership Breakfast and shared that it
was a successful event.
· The ground breaking for the Container Store will take place on March 19, 2003.
Adjournment
With no further business to discuss, it was moved by Mary Ann Kellam and seconded by Bruce
Bradford that the meeting adjourn. By unanimous vote, the meeting was adjourned at 6:50 p.m.
