RE 01-12-99.2 RESOLUTION NO. 011299.2 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COPPELL, TEXAS, AMENDING RESOLUTION NO. 070787.1; ESTABLISHING A PROCEDURE AND A SPECIAL FUND ACCOUNT FOR DONATIONS MADE TOTHE CITY; AND PROVIDING AN EFFECTIVE DATE. WHEREAS, because of general economic conditions coupled with Federal cutbacks, the City of Coppell, along with all other municipalities, finds itself struggling to meet its service needs to the community without imposing drastic tax increases; and WHE~AS, to m~nt~n ~d increase gove~ent$ se~ces to the citizens ~d t~payers ~t~ the Ci~, it is the desire of the City Counc~ to pro,de a me~s w~ch ~ pe~t the citizens to m~e donations to the City for specific dep~ments or for specific desi~ated progr~s; NOW THE~FO~, BE IT ~SOL~D BY ~E CI~ CO~C~ OF THE CI~ OF COPPELL, ~S: SECTION 1. That the Ci~ Council dire~s the Ci~ Manager to cause the Fin~ce Dep~ment to establish a speci~ ~nd account in w~ch donations to the Ci~ may be deposited. ~ accurate record ~11 be m~nt~ned to show the donor, the ~ount of the donation and ~y special use ~or the donation as dire~ed by the donor. SEC~ON 2. At the end of each c~end~ ye~ the City M~ager ~11 cause the Fin~ce Dep~ment to pro,de each donor ~th a Statement of Comfibution or other appropriate record to se~e as e~dence of such comfibution for income t~ pu~oses. SEC~ON 3. The City Council ~aher directs the CiW M~ager to cause the Fin~ce Depa~mem to establish a procedure to Elow citizens to m~e a volunt~ donation to the City of $2.00 in conjunction ~th the pa~em of their water bill. The procedure shah provide the donor ~th ~ oppo~W to designate on the water bill that such contribution is to be used for the foHo~ng, however the City Council, may ~om time to time, pro,de additionfl tempora~ uses of the donation hnd upon approvfl of the customer, w~ch shEl be noted on the water bill: 1 ss23014 Library Department: general library use with emphasis on capital improvements and the purchase of books, records, cassettes, video cassettes, additional furnishes and automation of library operations, etc. Park Department: capital improvements with emphasis on upkeep or parks, ball field, tennis courts, playgrounds and equipment, etc. Fire Department: general support of Fire Department with emphasis on the paramedic program with supplemental supplies, specialized equipment and continued education and training, etc. Economic Development: general support of Economic Development programs, projects and other public purposes which promotes economic development within the City. SECTION 4. The City Council hereby authorizes expenditures from this fund through the annual budgetary procedure, provided, however, such funds except as otherwise provided herein, shall be expended in accordance with the directions of the donor. SECTION 5. Any other donation to the City including living gifts, or girls by will shall be administered through such fund and pursuant to the directions of the donor. SECTION 6. This Resolution shall become effective immediately from and after its passage, as the law and charter in such cases provide.
