BM 2003-05-07 EcDevCOPPELL ECONOMIC DEVELOPMENT COMMITTEE May 7, 2003 MINUTES The Coppell Economic Development Committee met at 6:00 p.m. on Wednesday, May 7, 2003 at Coppell Town Center, 2nd Floor Conference Room, 255 Parkway Boulevard, Coppell, Texas 75019. The following were present: Chairman Bill Rohloff, Gary Roden, Bruce Bradford, Jason Crawford, Kris Fichtner, Matt Hall, Ron Hansen, Mary Ann Kellam, Ed Thomas, Council member Jayne Peters, City Manager Jim Witt, Andrea Roy, Gary Sieb and Scarlett Hovland. Call to Order Bill Rohloff called the meeting to order at 6:05 p.m. Approval of Minutes: April 2, 2003 It was moved by Matt Hall and seconded by Kris Fichtner that the minutes of the April 2, 2003 meeting be approved subject to reflect that Gary Sieb was not present at the April 2, 2003 meeting. The motion passed unanimously. Discussion regarding recruitment strategies · Andrea Roy presented a written draft stating what the possible site costs would entail for the 40 acre parcel known as 756 Sandy Lake Road. Some of these costs would entail relocation of the sewer line and extensive drainage issues. The written draft also stated what the City would offer as incentives to offset the site costs for the developer. Some of these incentives that could be offered would be roadway impact fee waiver, building permit fee waivers, and tax abatements. · Discussion followed. It was recommended that Andrea would present a written proposal to reflect the city incentives at the June meeting for review. Discussion regarding House and Senate Bills · City Manager Jim Witt reviewed House Bill 3143 and House Bill 104, which would affect economic development initiatives for the city. · House Bill 3143 relates to retail sales from point of sale to delivery of sale. · House Bill 104 is in reference to property tax related to inventory. · Jim assured the committee that city staff is monitoring the progress of the House and Senate Bills. Update on Marketing Opportunities · Andrea Roy proposed to the committee that an ad in the Dallas Office and Industrial GuideBooks' be considered to advertise the City of Coppell with a list of minimal demographics. · The ads would be listed in 4 issues of each book for at total of $1600 for one year. Discussion followed. It was moved by Bruce Bradford and seconded by Mary Ann Kellam that the committee purchase ads for both the Dallas Office Guide and the Dallas Industrial Guide for an amount of $1600 for one year. The motion passed unanimously. 6. Update on development projects · Andrea Roy shared with the committee that Staples and the new Community Credit Union were now in business. Developments still in progress include 2 new banks, a Doctor's Office, Grandy's Restaurant, and Deli Man. The Trade Point building is hoping to be ready for tenants on June 2 for 200,000 sq. ft. · Mr. Jim's Pizza closed for business. · The City of Coppell Tennis Center located at Wagon Wheel Park is scheduled for their grand opening on May 17. Adjournment With no further business to discuss, it was moved by Mary Ann Kellam and seconded by Kris Fichtner that the meeting adjourn.
