MINUTES
The Coppell Economic Development Committee met at 6:00 p.m. on Wednesday, June 4, 2003, at Coppell
Town Center, 2nd Floor Conference Room, 255 Parkway Boulevard, Coppell, Texas 75019. The
following were present: Chairman Bill Rohloff, Bruce Bradford, Jason Crawford, Kris Fichtner, Ron
Hansen, Ed Thomas, Council member Jayne Peters and Tim Brancheau, City Manager Jim Witt, Andrea
Roy, Gary Sieb and Scarlett Hovland.
Call to Order
Bill Rohloff called the meeting to order at 6:05 p.m. Bill congratulated Kris Fichtner on receiving
the 2003 Coppell Woman of the Year award. He introduced Councilmembers Jayne Peters and
Tim Brancheau who will be the council member liaisons for the committee. He also introduced
Mr. Prasad, who was visiting the meeting.
Approval of Minutes: May 7, 2003
It was moved by Jason Crawford and seconded by Ron Hansen that the minutes of the May 7,
2003 meeting be approved. The motion passed unanimously.
Discussion regarding recruitment strategies
· Andrea Roy made a presentation depicting 11 locations inside Coppell that are potential "hot
sports." She pointed out the development issues for each site.
A potential developer is actively considering the location north of Sandy Lake, between
Coppell Road and S. H. 121. A letter was reviewed that was sent to Andrea from the
developer stating some of the critical aspects and costs for developing this site. The major cost
concern is tree mitigation. It was decided that Andrea would pursue the costs of a tree survey
and proceed if City Manager Jim Witt approves.
Discussion followed. It was recommended that the city staff continue to communicate and
notify the committee on any updates related to any of the hot spots. Andrea would prioritize
the locations according to pursuant.
Discussion regarding House and Senate Bills
· Andrea Roy updated the committee on House Bill 3143 and House Bill 104. Both of these
House Bill's died before going to the floor for a vote.
Mr. Witt announced that a House Bill had been passed that lifted the restriction of concealed
handguns into government facilities. The restriction of concealed handguns will still be
restricted to the buildings that house the court. This bill will go into effect on Sept. 1, 2003.
Update on Land Acquisition
· Andrea Roy announced that the city had purchased property west of Coppell Road and south
of Bethel Road.
· Andrea updated the committee on the progress of a potential developer who may be interested
in the newly purchased land for a business in Old Town.
· Discussion followed and it was recommended that Andrea keep the communication going
between the city and the potential developer.
Update on Marketing Opportunities
· Andrea Roy shared with the committee that Primera sponsored a tour, which covered the West
Side of Coppell. She along with other city representatives was also a part of the tour. They
provided information about the various developments in the industrial section of Coppell.
· Andrea expressed that this was a great marketing opportunity for the city.
General Discussion
· Andrea reminded the committee of the upcoming appointments for Boards & Commissions.
The applications are due in by July 30.
· Andrea gave an update on development projects.
· Bill Rohloff shared feedback that was received from citizens at the recent Citizen's Summit.
With no further business to discuss, it was moved by Kris Fichtner and seconded by Ron Hansen
that the meeting adjourn. By unanimous vote, the meeting was adjourned at 8:45 p.m.
