BM 2003-08-06 EcDevCOPPELL ECONOMIC DEVELOPMENT COMMITTEE August 6, 2003 MINUTES The Coppell Economic Development Committee met at 6:00 p.m. on Wednesday, August 6, 2003 at Coppell Town Center, 2nd Floor Conference Room, 255 Parkway Boulevard, Coppell, Texas 75019. The following were present: Chairman Bill Rohloff, Gary Roden, Jason Crawford, Kris Fichtner, Ron Hansen, Matt Hall, Ed Thomas, Mayor Pro Tem Jayne Peters, Council member Tim Brancheau, City Manager Jim Witt, Andrea Roy, Chad Beach, Gary Sieb, and Scarlett Hovland. Call to Order Bill Rohloff called the meeting to order at 6:00 p.m. Approval of Minutes: July 2, 2003 It was moved by Ron Hansen and seconded by Ed Thomas that the minutes of the July 2, 2003 meeting be approved. The motion passed unanimously. Presentation regarding Industrial Revenue Bond Financing · Andrea Roy introduced Ms. Mary Williams and Mr. Jason Hughes of First Southwest Company. · Ms. Williams supplied the committee with an information packet explaining Industrial Revenue Bond Financing. · Ms. Williams was able to sort out for the committee the benefits and options for offering Industrial Revenue Bond Financing. Discussion regarding potential development costs associated with 756 Sandy Lake Road · Andrea Roy reviewed with the committee the proposed cost of the tree survey that the potential developer requested for the location north of Sandy Lake, between Coppell Road and S. H. 121. Discussion followed. The cost to conduct a tree survey is estimated at $15,000. It was moved by Gary Roden and seconded by Ed Thomas that the City make an offer to contribute $5,000 through utilization of a 380 Grant, not to exceed half of the cost towards the tree survey fee with a maximum contribution of $7,500. Should the developer have another bid for tree survey under $15,000, the City's potion of the expense shall not exceed half of the amount. The motion passed unanimously · Andrea Roy will make contact with the developer to begin the tree survey process. Coalition for Appropriate Sales Tax Law Enforcement Update · Andrea Roy updated the committee on the House Bill related to retail sales from point of sale to delivery of sale. C.A.S.T.L.E. has been formed regarding this issue and it's impact on cities such as Coppell. · 9 cities in Texas are a part of this coalition. They will soon begin Phase I of the study and strategy which Andrea will be involved in. Discussion regarding the 2003 ICSC Texas Idea Exchange · Andrea informed the committee that we were represented last year at the ICSC Texas Idea Exchange held in San Antonio. · Discussion followed on attending this year. The committee affirmed that it was worthwhile and Andrea will reserve a booth. · It will be decided at a later date who will be attending. General Discussion and Update on Development Projects. · Gary Sieb and Andrea Roy updated the committee on development projects that are ongoing and which have been completed. · Andrea Roy and City Staff made a presentation to a potential development that is relocating from a northern state to Texas to be near the airport.
