MINUTES
The Coppell Economic Development Committee met at 6:00 p.m. on Wednesday, September 3, 2003 at
Coppell Town Center, 2nd Floor Conference Room, 255 Parkway Boulevard, Coppell, Texas 75019. The
following were present: Chairman Bill Rohloff, Bruce Bradford, Jason Crawford, Ron Hansen, Matt Hall,
Gary Roden, Ed Thomas, Cindy Warner, Council member Jayne Peters and Tim Brancheau, City Manager
Jim Witt, Andrea Roy, Gary Sieb, and Scarlett Hovland.
Call to Order
Bill Rohloff called the meeting to order at 6:00 p.m.
Introduction of Cindy Warner
Bill Rohloff introduced Cindy Warner as the Coppell Independent School District Liaison for the
committee.
Approval of Minutes: August 6, 2003
It was moved by Jason Crawford and seconded by Ron Hansen that the minutes of the
August 6, 2003 meeting be approved. The motion passed unanimously.
Discussion related to Industrial Revenue Bond Financing and reestablishment of the
Industrial Development Corporation regarding Industrial Revenue Bond Financing
· Andrea Roy stated that the Industrial Development Corporation resolution need to be updated
in order to have available the Industrial Revenue Bond Financing available in the future.
· It was decided that the Economic Development Committee would serve as the members of the
Board of Directors.
· It was decided that the members of the Board of Directors would be listed according to
positions rather than being named.
· Andrea Roy will draft the resolution and forward to the City Attorney to review.
Discussion regarding potential development at 756 Sandy Lake Road
· Andrea Roy announced that a new prospect is pursuing the site.
· It was decided to not proceed with the tree mitigation at this time since a new prospect is
reviewing the site.
· Andrea Roy will continue to keep the committee apprised of this development.
Update regarding Foreign Trade Zone Policies
· Andrea Roy presented a proposed application requirement for Foreign Trade Zone. This
policy would allow the City to monitor applications made through DFW.
· The committee and the city council would review the application.
· Andrea Roy will put the policy in place and will forward to DFW.
General Discussion
· Bill Rohloff reviewed his presentation made to the City Council on August 27. His report
mentioned that the focus of the Economic Development Committee has moved to the direction
of business retention in the City.
· Andrea Roy asked the committee for input and ideas for the Economic Development city
website.
· The City of Coppell will be represented at the 2003 ICSC Texas Idea Exchange Deal Making
Booth in November. Flyers and pictures will be developed for display.
· Andrea Roy announced that 24 candidates were interviewed for the committee. The new
members will be announced at the September 9 city council meeting.
Andrea Roy shared with the committee that potential land sale south of Bethel and west of
Coppell Roads within Old Coppell will be put out to bid in September. The entire parcel of
land would be sold. The city has access to the land until 2005.
· Staff shared that applications were coming in for single housing projects for several areas of
Coppell.
With no further business to discuss, it was moved by Gary Roden and seconded by Cindy Warner
that the meeting adjourn. By unanimous vote, the meeting was adjourned at 7:15 p.m.
