MINUTES
The Coppell Economic Development Committee met at 6:00 p.m. on Wednesday, January 7, 2004 at
Coppell Town Center, 2nd Floor Conference Room, 255 Parkway Boulevard, Coppell, Texas 75019. The
following were present: Chairman Bill Rohloff, Jason Crawford, Matt Hall, Gary Roden, Ed Thomas,
Jeanette Cajide, James Cheng, John Durand, Marvin Franklin, Ron Hansen, Mayor Pro Tem Jayne Peters
and Councilmember Tim Brancheau, City Manager Jim Witt, Andrea Roy, and Scarlett Hovland.
Call to Order
Bill Rohloff called the meeting to order at 6:00 p.m.
Approval of Minutes
It was moved by Jason Crawford and seconded by Matt Hall that the minutes of the November 12,
2003 meeting be approved. The motion passed unanimously.
Discussion and Consideration of Amended Committee Bylaws
· Andrea Roy presented the amendments to the bylaws. Amendments were made to Items 4 & 5.
It was moved by John Durand and seconded by Marvin Franklin that the amendments to the
committee Bylaws be accepted. The motion passed unanimously.
Update regarding status of Streamlined Sales and Use Tax
· Andrea Roy updated the committee on the issues being addressed within the Coalition for
Appropriate Sales Tax Law Enactment members, known as C.A.S.T.L.E.
· City Manager Jim Witt explained the financial impact the Streamlined Sales Tax would have
for the city of Coppell.
· Should this House Bill pass, it could go into effect as early as 2005.
Discussion regarding existing Tree Preservation Requirements and Other Development Fees
· Andrea Roy reviewed the Tree Ordinance with the Committee.
· Discussion followed concerning the impact the ordinance has on the "Hot Spots" for
development.
· It was recommended that members of the Economic Development Committee meet with the
Park Board to review the Tree Ordinance.
· Andrea Roy will draft a letter from the Economic Development Committee to the Park Board
for review at the February 4 meeting.
Update on Commercial and Industrial Development Projects
· Andrea Roy announced that bids would be open for City property west of Coppell Road and
south of Bethel Road. Bids will also be taken for City property east of Freeport Parkway and
south of Bethel Road. City Council will review the bids at their January 27 meeting.
· Andrea shared updates on development at Denton Tap Road and 121. She also gave update on
the MacAruthur Blvd. and 121 site.
With no further business to discuss, it was moved by Matt Hall and seconded by Jason Crawford
that the meeting adjourn. By unanimous vote, the meeting was adjourned at 7:30 p.m.
