RE 01-23-96.2 RESOLUTION NO. 012396.2 A RESOLUTION AUTHORIZING THE SUBMISSION OF A GRANT APPLICATION TO THE CRIMINAL JUSTICE DIVISION OF THE GOVERNOR'S OFFICE FOR FUNDING OF THE VICTIM ASSISTANCE PROGRAM WITHIN THE COPPELL POLICE DEPARTMENT AND AUTHORIZING THE EXECUTION OF DOCUMENTS RELATIVE TO THE SUBMISSION AND LATER ACCEPTANCE OF SUCH GRANT. WHEREAS, the State of Texas, through the Criminal Justice Division, has established grant monies available to cities to provide victim assistance services; and WHEREAS, the Coppell Police Department has made a commitment to offering quick and concerned response to victims of domestic violence and other crimes; and WHEREAS, the Coppell Police Department proposes to establish a Victim Assistance Program to provide crime victims with emotional support, counseling, services, referrals and information concerning their rights under the Victims of Crime Act CVOCA") and the Crime Victims Compensation Act; and WHEREAS, the City of Coppell currently does not have an established Victim Assistance Program to assist victims of violent and non-violent crime with information about available community services, criminal investigation and prosecution processes, and provide assistance to patrol officers and police detectives; and WHEREAS, through the Criminal Justice Division of the Governor's Office, the City seeks to submit a grant application for continued funding assistance in an amount not to exceed $55,000, to provide 75 % of the salaries, benefits and various expenses of one full-time staff position within the Victim Assistance Program, with a cash match required from the City of Coppell in the amount of $12,755; and WHEREAS, with State assistance, the Coppell Police Department will provide victim services through the proposed City's Victim Assistance Program; NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF COPPELL, TEXAS: That the City Manager or his designee is hereby authorized to submit a grant application to the Criminal Justice Division of the Governor's Office on behalf of the Coppell Police Department for State assistance during 1996-1997, in an amount not to exceed $55,000, to provide funding for the first year of the Victhn Assistance Program within the Coppell Police Department, with a required cash match from the City in the amount of $12,755. II. Further, the City Manager or his designee is hereby authorized to administer to all matters relating to such grant and to execute all necessary applications, assurances, certifications and other documents relative to the submission and later acceptance of such grant.
