RE 02-13-96.5 RESOLUTION NO. 021396.5 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COPPELL, TEXAS DESIGNATING CERTAIN OFFICIALS AS BEING RESPONSIBLE FOR ACTING FOR AND ON BEHALF OF THE CITY OF COPPELL IN DEALING WITH THE TEXAS DEPARTMENT OF TRANSPORTATION FOR THE PURPOSE OF CERTIFYING THAT THE CITY OF COPPELL IS ELIGIBLE TO RECEIVE ASSISTANCE UNDER THE INTERMODAL SURFACE TRANSPORTATION EFFICIENCY ACT OF 1991; AND PROVIDE AN EFFECTIVE DATE. WHEREAS, the United States Congress has passed the Intermodal Surface Transportation Efficiency Act of 1991 ( Public Law 102-240 ) authorizing the Secretary of Transportation to provide financial assistance to states, and political subdivisions thereof, for transportation enhancement purposes; WHEREAS. the Texas Department of Transportation has promulgated rules and regulations for the purpose of allowing the State of Texas, and its political subdivisions, to participate in the Federal program established under such Act, or such other programs as are hereinafter established by the Federal Government; and WHEREAS, the City Council of the City of Coppell is desirous of authorizing its staff to represent and act for the City in dealing with the Texas Department of Transportation concerning this program; NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF COPPELL, TEXAS; SECTION 1. That the City Council of the City of Coppell hereby certifies that the City of Coppell is eligible to receive assistance under the Intermodal Surface Transportation Efficiency Act of 1991 as provided for in roles and regulations promulgated by the Texas Department of Transportation. SECTION 2. That the City Council hereby authorizes and directs its City Manager to represent and act for the City of Coppell in dealing with the Texas Department of Transportation for the purpose of this Program. The City Manager is hereby officially designated as the City' representative in this regard. SECTION 3. The City Council hereby designates its Director of Finance as authorized to serve as the City's fiscal officer to receive Federal funds for purposes of the Program. SECTION 4. The City Council hereby specifically authorizes the City officials herein designated to make application to the Texas Department of Transportation concerning the Denton Creek Trail enhancement project as identified in the Texas Department of Transportation Enhancement Program.
