The Coppell Economic Development Committee met at 6:00 p.m. on Wednesday, February 4, 2004 at
Coppell Town Center, 2nd Floor Conference Room, 255 Parkway Boulevard, Coppell, Texas 75019. The
following were present: Chairman Bill Rohloff, Jason Crawford, Matt Hall, Gary Roden, Ed Thomas,
John Durand, Marvin Franklin, Cindy Warner, Kris Fichtner, Gary Sieb, Mayor Pro Tem Jayne Peters
and Councilmember Tim Brancheau, City Manager Jim Witt, Andrea Roy, and Scarlett Hovland.
Call to Order
Bill Rohloff called the meeting to order at 6:00 p.m.
Approval of Minutes
It was moved by Kris Fichtner and seconded by Matt Hall that the minutes of the January 7, 2004
meeting be approved. The motion passed unanimously.
Update on Status of City Land Sale at Freeport/Bethel and Coppell/Burns
· Andrea Roy informed the Committee that 4 bids had been received for the City properties at
Freeport/Bethel and Coppell/Burns.
· The City Council rejected 3 of the bids. The additional bid will be reconsidered at the
February 10 City Council meeting.
Update regarding status of Streamlined Sales and Use Tax
· Andrea Roy updated the Committee on the issues being addressed within the Coalition for
Appropriate Sales Tax Law Enactment members, known as C.A.S.T.L.E.
· City Manager Jim Witt explained that the Committee could be asked to assist in addressing
issues involved with the streamlined sales tax.
· City Manager Jim Witt proposed that an outside source be considered to submit a report on
exactly what the impact of the streamlined sales tax would have on the City of Coppell.
· It was moved by Matt Hall and seconded by Kris Fichtner that an outside source be acquired
to submit a report on the impact of the streamlined sales tax for the City of Coppell. The
motion passed unanimously.
Discussion regarding existing Tree Preservation Requirements and Other Development Fees
· Andrea Roy provided copies of the letter that was sent to the President of the Coppell Parks
Board concerning the tree mitigation impact on economic development.
· Andrea Roy shared that she had met with the City Parks Director and Arborist. They are
willing to review the tree ordinance.
· A developer that is asking for a revision on the tree mitigation is ready to begin construction.
· Committee members Gary Roden, Kris Fichter and Bill Rohloff volunteered to meet with the
Park Board as they review the ordinance.
Discussion Regarding Retention Efforts
· Andrea Roy voiced a concern over what incentives could be offered to retain businesses in
Coppell when their tax abatements end.
· Discussion followed. Committee member Ed Thomas volunteered to assist Andrea in meeting
with area business executives.
· Andrea Roy asked the Committee to email her with any thoughts on this subject and/or bring
suggestions with them to the March Meeting for further discussion.
Update on Commercial and Industrial Development Projects
· Gary Sieb shared that IDI had purchased the property located on Beltline Rd. noah of North
Lake for industrial development.
· City Manager Jim Witt shared that the amendments to the Committee's Bylaws had passed
through Council at the January 27 meeting.
· Andrea Roy will be sending a second letter of notice to Mr. Walker concerning his property
located at the southeast comer of Sandy Lake Road and MacArthur.
· The Kroger store will be remodeling to become a Signature Kroger store.
· City Manager Jim Witt explained the process for the Local Option Election for alcohol sales.
With no further business to discuss, it was moved by Matt Hall and seconded by Jason Crawford
that the meeting adjourn. By unanimous vote, the meeting was adjourned at 7:30 p.m.
