KEEP COPPELL BEAUTIFUL COMMITTEE
ARTICLE I
NAME
The name of the organization shall be Keep Coppell Beautiful Committee, herein referred to as
"the Committee".
ARTICLE II
INTENT
SECTION 1: The Committee shall function to assist the City Council and the City staff by
involving individuals throughout the community to promote education and activities that
encourage waste reduction, litter prevention, and beautification, and act as an advisor in solid
waste management policies.
ARTICLE III
OFFICERS
SECTION 1: The Chairperson, Vice-Chairperson shall be elected during the October
Committee meeting each year for a one (1) year term. In the event of a vacancy in the office of
the Chairperson, the Vice-Chairperson shall assume the duties of the Chairperson. In the event of
a vacancy in the office of the Vice-Chairperson the Chairperson shall appoint a Committee
member to temporarily assume the duties of that office until the next regular meeting at which
time an election will be held to fill such vacancy.
SECTION 2: The Chairperson shall preside at all meetings of the Committee. In the absence
of the Chairperson, the Vice-Chairperson shall preside. In the absence of both the Chairperson
and the Vice-Chairperson, the Committee shall elect a Chair-Pro Tern.
ARTICLE IV
MEMBERS
SECTION 1: The Committee shall be comprised of seven members appointed by City
Council. Such members shall be residents of the City or own or operate a business within the
City.
SECTION 2: Members of the Keep Coppell Beautiful Committee shall be appointed by the
City Council for a term of two (2) years; provided, however, in order to establish staggered terms
of office, three of the initial members shall be appointed for one (1) year term. Thereafter, all

appointments, except for an appointment to fill a vacancy which shall be filled for the unexpired
term, shall be for a term of two (2) years.
SECTION 3: The City staff designee shall be a non-voting ex-officio member of the
Committee.
MEETINGS
SECTION 1: Regular monthly meetings of the Committee will be held at 7:00 p.m. in the
Coppell Service Center, conference room unless changed by the Committee. The Committee is
required to hold 4 meetings annually. The Committee shall hold such special meetings as shall
be called by the Chairperson or upon written request of at least two (2) members of the
Committee or at the request of the City Council.
SECTION 2: The order of business for each meeting shall be as contained in an agenda
prepared by the Parks and Recreation Director or designated representative and the Committee
Chairperson. Any committee member or citizen of Coppell may submit items to the Chairperson
or Parks Recreation designee to be considered for the agenda.
SECTION 3: All meetings require a quorum of members to be present.
SECTION 4: Four (4) voting members of the Committee shall constitute a quorum for the
purpose of transaction of business, and no action of the Committee shall be valid or binding
unless adopted by an affirmative vote of four (4) or more members of the Committee unless
authorized by the laws of the State of Texas.
SECTION 5: All meetings of the Committee shall be open to the public unless otherwise
permitted by law and shall be subject to the Open Meetings Act.
SECTION 6: The Committee shall submit to the City Council a copy of the minutes of each
regular and special meeting with a list of any members absent from such meetings.
SECTION 7: If a Committee member is absent for three (3) consecutive regularly scheduled
meetings, or 25% of the regularly scheduled meetings within a 12 month period, said member
shall be removed from the Board, and the City Council will fill the unexpired term.

POWERS AND DUTIES
The Committee shall have the following powers and perform the following
Act in an advisory capacity only to the City Council in matters that pertain to
refuse and environmental management policies. Including, but not limited to
reducing litter and associated problems, beautification programs for the
community, and the development of city-wide refuse and environmental policy
plan(s) for review and adoption.
The Committee shall receive suggestions and recommendations from citizens
relating to waste reduction, litter prevention, and beautification.
C. Assist City Administration in evaluating the effectiveness of the policies
developed.
Determine and recommend to the City Council and the City Administration
program priorities on a city-wide basis.
Cooperate with organizations, clubs and groups concerned with environmental
education in the City.
Recommend enforcement and additional program alternatives.
Follow the rules and regulations prescribed by the City Council for the conduct of
its business.
Carry out such other tasks as the City Council and City Administration may
designate.
Maintain the Adopt a Location program to perpetuate its benefits throughout the
community.
ARTICLE VII
AMENDMENT
SECTION 1: These bylaws may be amended by majority vote of the members of the Board.
