BM 2004-04-05 PBPARK AND RECREATION/CRDC/TREE BOARD MINUTES OF MEETING April 5, 2004 Meeting Time: 6:30 p.m. Meeting Place: Coppell Road Service Center 816 S. Coppell Road Coppell, Texas 75019 Members Present: Staff Present: Victor Burke, Stephen Hafer, Tracey Garman, Scott Williams, Mark Tepper, Larry Jones, David Castillo, and Mark Echerd. Brad Reid, Guy McLain, Jane Anne Sellars, John Elias, and Hilda Salazar GENERAL ITEMS Item 1: Call the Meeting to Order - Mr. Victor Burke called the meeting to order at 6:36 p.m. Item 2: Citizen' s Forum - No citizens present wishing to speak. COPPELL RECREATION DEVELOPMENT CORPORATION Action Items: (Items requiring CRDC member's action such as a motion or vote) Item 3: Consider Approval of Minutes from March 1, 2004, Meeting. - Mr. Scott Williams moved to approve minutes from March 1, 2004. Ms. Tracey Garman seconded the motion. Vote: (5-0), approved. Information Items: (Requires no action by CRDC) Item 4: Discussion of proposed improvements to the Coppell Aquatic and Recreation Center. - Mr. Reid explained the idea of building a glass enclosure in the TV area to offer more classes, the estimated cost is $4,300.00 - Permanent shelter at the food court with an estimated cost of $10,500.00 - Staff recommended moving forward with the project and Board supported the recommendation. PARK AND RECREATION BOARD ITEMS Information Items: (Requires no action by Park and Recreation Board) Item 5: Item 6: Item 7: Item 8: Annual Update by the Coppell Lacrosse Association. - Mr. Alex Berlin provided the Board with the following information: - They have two boys grades 7-8 teams, three boys grades 5-6 teams, one girls 5-6 teams and two men's teams. - Lacrosse may request an additional field in 2005 - Requested Andrew Brown Jr. Community Park West for summer 2004 - Requested permission to use Andrew Brown Jr. Community Park Central, Sunday's only, in November and December. - Requested signage to inform fans of"Proper Fan Conduct" - Requested retaining nets behind goals to stop loose balls. - Requested larger storage capability - Requested a wall to practice at Andrew Brown Jr. Community Park Central. Discussion regarding recommendations for a Coppell Nature Center. - Ms. Tracey Garman provided documentation about a possible center and asked the Board to keep it in mind for future priorities. - She also reminded the Board that the Reforestation funds are available to build a Nature Center for educational purposes. - Mr. Reid informed the Board that the Kiwanas Club has approached him with the possibility of building a Nature Center, but they want to put a plan together before bringing it to the Board. Discussion of developing a policy regarding public/private partnership for projects within the Park system. - Mr. Reid explained to the Board the staff' s feeling regarding how to handle groups wanting to do projects in the Park system and recommended staff look at this issue and bring a draft policy to the Board for review. Teen Sub-committee Report · Mr. Castillo provided the Board with the following information: - They have met a couple of times to prepare a plan. - Many city organizations are divided and not willing to cooperate to expand the program of bringing teens together. - Trying to implement meetings at school in order to have a captured audience. - The Coppell Aquatic and Recreation Center and the YMCA are working together to plan activities where both can coordinate and develop a teen activity calendar. - Mr. Castillo and Mr. Tepper will put together an update to present to City Council in an FYI Newsletter in May. - There will be an end-of-school-year function sponsored by the City and the YMCA on May 28, 2004. Item 9: Item 10: Director' s Report · Clean Coppell. - A great success with over 1,200 registrants and 100 volunteers. - Three trucks were filled with computers to be recycled. · Construction Progress Report - Mr. Elias provided the Board with updated information. · Special Events Report - Bunny Brunch, April 10 at the Aquatic and Recreation Center, $12.00 per child. - Egg Hunt, April 10 at Andrew Brown Jr. Community Park East at 11 am. - Volunteer Appreciation Dinner, May 21, 2004 at Wagon Wheel Park - Arbor Day, April 30 at the Aquatic and Recreation Center. - Coppell Classic Run, April 18, 2004. Chair Report * Public/Private Partnership next meeting. Mr. Mark Tepper, moved to adjourned meeting. Mr. David Castillo, seconded the motion Vote: (8-0), approved.
