BM 2004-07-07 EcDevCOPPELL ECONOMIC DEVELOPMENT COMMITTEE July 7, 2004 MINUTES The Coppell Economic Development Committee met at 6:00 p.m. on Wednesday, July 7, 2004 at Coppell Town Center, 2nd Floor Conference Room, 255 Parkway Boulevard, Coppell, Texas 75019. The following were present: Jason Crawford, Gary Roden, Ed Thomas, John Durand, Kris Fichtner, Ron Hansen, Marvin Franklin, Cindy Warner, Jeanette Cajide, Larry Kingsbury, Gary Sieb and Councilmember Billy Faught, City Manager Jim Witt, Andrea Roy, and Scarlett Hovland. Call to Order · Gary Roden called the meeting to order at 6:00 p.m. · Gary introduced the new members; City Council Liaisons, Marsha Tunnell (unable to attend), and Billy Faught. The CISD Liaison is Allen Mushinski (unable to attend). Approval of Minutes It was moved by Kris Fichtner and seconded by Marvin Franklin that the minutes of the May 5, 2004 meeting be approved. The motion passed unanimously. Discussion and Update Regarding Tree Mitigation Requirements · Gary Roden, Bill Rohloff, and Kris Fichtner met with the Park Board at the June 14, 2004 to consider approval of a modification to Ordinance 91500-A-203, Division 2, Tree Preservation Requirements, Section 12-34-2-6, creating an exemption on Industrial Zoned property. · The tree mitigation proposal involves adding a sub-section to the ordinance creating an exemption for the "building pad" on properties zoned Industrial. Those trees located in the building pad of an appropriately zoned development would be exempt from reparation under the ordinance. · The following was recommended for inclusion in the ordinance: · Section 12-34-2-6 (I) In areas zoned Industrial, trees located within the building pad site as approved by the Building Official, shall not be considered as protected trees under this Ordinance and, therefore, not subject to a tree reparation payment. · The Parks Board passed the above recommendation. · A motion was made by Marvin Franklin and seconded by Kris Fichtner that the modification to Ordinance 91500-A-203, Division 2, Tree Preservation Requirements, Section 12-34-2-6, creating an exemption on Industrial Zoned property be taken to the July 26 City Council meeting for consideration. The motion passed. Gary Roden abstained from vote siting conflict of interest. Discussion Regarding Targeted Businesses · Andrea Roy explained that she would like input from the committee members to identify a list of "Targeted Businesses" that are needed to help complete Coppell's retail, commercial, and industrial mix. · Andrea asked that the committee come prepared with a list of such "Targeted Businesses" for the August 4, 2004 meeting. Discussion Regarding Retention Efforts · Andrea shared with the committee a plan to visit existing businesses in Coppell. · Andrea plans to visit up to 4 businesses a month. Several committee members expressed interest in joining Andrea in making these visits. Andrea will share information about the City with the businesses and gather pertinent information regarding the company's operations, employees, lease terms, etc. · Andrea will keep the committee apprised of her visits. Discussion Regarding the Responsive Economic Development Team (RED Team) · Andrea explained purpose of the RED Team is to provide guidance and preliminary recommendations in a timely manner to City Staff, developers, and/or individual businesses, as significant potential economic development opportunities arise. All matters of the RED Team are subject to final review and support by the Economic Development Committee and approval of the City Council. · The RED Team will be comprised of the following individuals: City Council Appointee City Council Appointed Alternate Economic Development Committee Chairman Economic Development Committee Vice Chairman Economic Development Committee Appointed Alternate Economic Development Coordinator City Manager and/or Deputy City Manager Assistant Finance Director · The members will be re-appointed in October 2004. General Discussion A. Boards & Commissions Appointments · Gary Roden reminded the committee that Boards and Commissions applications deadline is July 28. · Gary Roden, Bill Rohloff, Jason Crawford, Kris Fichtner and Matt Hall terms on the committee will be expiring this year. B. Update on Commercial and Industrial Development Projects · Four Seasons Addition for construction of office/warehouse on 4.1 acres of property located at the southeast comer of Sandy Lake Road and Royal Lane. · Cold Stone Creamery to locate at the southwest comer of Belt Line Road and MacArthur Blvd. · Riverchase Townhomes consisting of 48 single-family attached homes located along the East Side of MacArthur Blvd and north of Riverchase Drive. · Development of six office/assembly/warehouse buildings, totaling 200,000 sq. ft. and five retail/restaurant pad sites on 26 acres of property located at the southwest comer of S. H. 121 and MacArthur Blvd. · Construction of a 140,000-sq. ft. building and a 70,000-sq. ft. building located along the West Side of Freeport Parkway, south of Creekview Drive. With no further business to discuss, it was moved by Larry Kingsbury and seconded by Kris Fichtner that the meeting adjourn.
