ELECTION OF MUNICIPAL OFFICER TO FILL VACANCY
Coppell, Texas
January 21, 1995
ELECTION ORDER
BE IT REMEMBERln. D THAT on this x~_~day of November, 1995, at a meeting of the
City Council of the City of Coppell, Texas, a quorum being present, the meeting was called to
order and the Council issued the following order:

COPPELL, TEXAS that an election be held in the City of Coppell, Texas, on the 21st day of
January, 1995, the same being the third Saturday of said month, for the following purpose:
To elect one Councilmember for Place Number 2 to fill the remainder of the unexpired
term of Councilmember Flo McFadden Stably.
The candidate for such office receiving a majority of all votes cast for all candidates for
the office shall be elected to serve said unexpired term or until his or her succe.ssor is duly
elected and qualified.
In the event any candidate for said office fails to receive a majority of all votes cast for
all the candidates for such office, a mn-off election shall be held.
The polling place for said election shall be Ti~ Copgdl City ltall, 2~5 Parkway
Boulevard, Coppell, Texas.
The polls shall be open from 7:00 a.m. to 7:00 p.m.
None but legatly qualified voters of the City shall be entitled to vote at said election.
Notice of said election shall be published once in the official newspaper of the City not
earlier than December 22, 1994, the 30th day before election day, and not later than January 11,
1995, the 10th day before election day. Such notice shall also be posted on the Bulletin Board
used to publish notice of City Council Meetings not later than December 31, 1994, the 21st day
before election day. (4.003)
A copy of the published notice that contains the name of the newspaper and the date of
publication shall be retained as a record of such notice, and the person posting the notice shall
make a record at the time of posting stating the date and place of posting and deliver a copy of
each notice posted to the Mayor of the City after the last posting is made. (4.005 & 4.002)
A Presid'mg Election Judge and an Alternate Presiding Election Judge shall be appointed
to serve at said polling place by written resolution of the City Council. (32.005, 32.001)
The Alternate Presiding Judge shall serve as Presiding Judge if the regol~rly appointed
Presiding Judge cannot serve and where thc election is conducted by the regularly appointed
Judge, the Presiding Judge shall appoint thc Alternate Presiding Judge as one of thc Clerks.

An Early Voting Ballot Board is hereby created. (87,001)
The Presiding Election Judge shall also serve as the Presiding Judge of the Early Voting
Ballot Board. The other members of the Early Voting Ballot Board shall be appointed by thc
Presiding Judge in the same manner as the Presiding Election Judge appoint~ Election Clerks.

Thc Presiding Election Judge shall appoint two Election Clerks and ~ many additional
Clerks as arc necessary for thc proper conduct of thc election. Provided, however, 10 shall be
the maximum number of Clerks which may be appointed to serve at said polling place. (32.033)
All Judges and Clerks appointed by the Presidin~g Election Judge shall be qualified voters
in the City. (32.051 c)
The City Secretary of the City of Coppell shall be the Early Voting Clerk for said election
(83.005).
Early voting for the above designated election shall be held at the regular office of the
City Secretary at the City Hall building, Coppell, Texas, and said place of early voting shall
remain open on each day of early voting which is not a Saturday, Sunday or a legal state holiday,
beginning on the 20th day and continuing through the 4th day preceding the date of said election.

Said place of early voting shall remain open on the weekdays of the early voting period
and during the hours the City Secretary's office is regularly open for business. (85,005)
The City Secretary may by written order appoint one or more of the City Secretary's
permanent deputies as deputy early voting qlerks. (83.032)
The City Secretary may order early voting by personal appearance to be conducted on one
or more Saturdays or Sundays during the early voting period. The City Secretary shall do so by
written order and shall post notice continuously on the bulletin board used for posting notice of
meetings of thc governing body for at least 72 hours immediately preceding the first hour that
the Saturday or Sunday early voting will be conducted. (85.006) (85.007)
After holding said election, the Presiding Election Judge shall promptly deliver the
uriginai of the election returns in person to the Mayor or ff the Mayor is unavailable, to the City
Secretary. (66.051, 66.001)
The City Secretary shall present such returns to the City Council for the canvassing of
said election. (66.051, 66.052)
The canvass of said election returns shall be conducted by the City Council not earlier
than the 2nd day nor later than the 6th day after the election. (67.003a, 67.001)
The Presiding Election Judge shall be paid the sum of $ ~ per hour, plus an additional
sum of $2,5.00 for services in delivering the returns of the election. The Alternate Presiding
Election Judge shall be paid the sum of ~; ~ '-' per hour, and each Election Clerk shall be paid
the sum of $ ~ ~ per hour for their services in holding the election. Such payments shall not
exceed the maximum amounts set out in the Texas Election Code, to-wit: $6.00 per hour for each
election official, plus an additional amount paid to the Presiding Judge for delivering the returns,
not to exceed $25.00. (32.091-32.092)
