A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
COPPELL, TEXAS AUTHORIZING THE PURCHASE OF BOOKS
AND AUDIO-VISUAL MATERIALS FOR THE WILLIAM T.
COZBY PUBLIC LIBRARY FROM THE CONTRACTED
VENDORS, ON AN ANNUAL BASIS, AS BUDGETED, THROUGH
THE NORTHEAST TEXAS LIBRARY SYSTEM; AUTHORIZING
THE CITY MANAGER OR HIS DESIGNEE TO TAKE SUCH
ACTION AND EXECUTE SUCH DOCUMENTS AS NECESSARY
TO EFFECTUATE THE PURCHASE APPROVED HEREIN; AND
PROVIDING AN EFFECTIVE DATE.
WHEREAS, Section 271.102 of the Texas Local Government Code allows a
local government to participate in a cooperative purchasing program with a local
cooperative organization in satisfaction of state law competitive bid requirements; and
WHEREAS, the City of Coppell, Texas is a member of the Northeast Texas
Library System ("NETLS"), a local cooperative organization that operates a cooperative
purchasing program, and, as a member, may purchase library materials from vendors of
NETLS; and
WHEREAS, NETLS utilizes the competitive bid process to obtain a list of
qualified vendors from which its members may purchase library materials; and
WHEREAS, the City of Coppell's participation as a member of NETLS satisfies
State law competitive bid requirements; and
WHEREAS, the City Council of the City of Coppell finds that purchasing library
materials from the NETLS contracted vendors complies with Section 271.102 of the
Texas Local Government Code, and this complies with the State law competitive bid
requirements.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF COPPELL,
TEXAS, RESOLVES THAT:
SECTION 1. The Coppell City Council hereby authorizes the City of Coppell, a
member of NETLS, to purchase books and audio-visual materials from the contracted
vendors through the Northeast Texas Library System.
SECTION 2. The Coppell City Council further authorizes the City Manager or
his designee to take such action and execute such documents as necessary to effectuate the
purchase of library materials on an annual basis, as budgeted, from NETLS contracted
vendors.
SECTION 3. This Resolution shall be and become effective immediately upon
and after its adoption and approval.
