BM 2004-08-02 PBPARK AND RECREATION/CRDC/TREE BOARD MINUTES OF MEETING August 2, 2004 Meeting Time: 6:30 p.m. Meeting Place: Coppell Road Service Center 816 S. Coppell Road Coppell, Texas 75019 Members Present: Staff Present: Victor Burke, Stephen Hafer, Tracey Garman, David Castillo, Mark Tepper, Scott Williams, Larry Jones, and Mark Echerd. Brad Reid, Guy McLain, Jane Anne Sellars, John Elias, and Hilda Salazar GENERAL ITEMS Item 1: Call the Meeting to Order - Mr. Victor Burke called the meeting to order at 6:36 p.m. Item 2: Citizen' s Forum - No citizens present wishing to speak. COPPELL RECREATION DEVELOPMENT CORPORATION Action Items: (Items requiring CRDC members' action, such as a motion or vote) Item 3: Consider Approval of Minutes from August 2, 2004, meeting. - Mr. Scott Williams moved to approve minutes from August 2, 2004. Mr. Mark Tepper seconded the motion. Vote: (7-0), approved. PARKS AND RECREATION BOARD ITEMS Action Items: (Items requiring Parks and Recreation Board members' action, such as a motion or vote) Item 4: Consider approval of Pepsi distribution funds for the Sports Council Associations. - Mr. Larry Jones moved to award distribution of funds to Sports Council Associations. - Mr. Mark Tepper seconded the motion. - Voter: (7 - 0), approved. Information Items: (Requires no action by Parks and Recreation Board) Item 5: Presentation by the Coppell Kiwanis regarding a proposed Nature Center. - Ms. Vonita White provided the Board with an overview of the proposed Nature Center. The Kiwanis Club sent a letter to interested people inviting them to serve on a steering committee; after the committee is established, they will appoint at least three subcommittees which will have the following responsibilities: a) Research sites, guidelines for community service, which will be investigated by students. b) Will investigate what kind of Nature Center: design guidelines, size, etc. c) Will investigate cost, grants available, long term funding necessary. Every time the sub-committee meets with the steering committee, they will present the researched information. The Kiwanis Club hopes to have a presentation for the Board next year by the students that will be part of the project and expect that the learning experience of the students will make a difference. Item 6: Annual Update on Coppell Adult Softball 2004 Summer League - Ms. Jane Anne Sellars provided the Board with the following information: - CASA divisions · 1 man league of 15 teams · 1 co-ed league of 14 teams · 29 teams in total and 550 participants · 38% decline from 2003 - Game fields used Andrew Brown Central Fields 1 and 2 · · Cost · · $300 per team 8 games guaranteed (7 regular season, plus one tournament game) · 118 games played over the summer Improvements made · Added single elimination tournament to determine overall winners of leagues Special Challenges this year · Rain delays cost 40 games to rescheduled and played in a 30-day period. · Loss of Andrew Brown Jr. Community Park West kept us from playing double elimination tournament or completing makeup games on time. Future needs for league · Scoreboards · Need to have Spring and Fall season to retain teams and Item 7: Item 8: Item 11: build league numbers. Need Andrew Brown Jr. Community Park West to fulfill previous request. Teen Sub-committee Report - Resources needed to move on in a work session. - YMCA has a certain amount of money; need to determine whether or not the City will have funding to put toward a Teen Center or activities? Director' s Report - Construction Progress Report. - Mr. Elias provided the Board with updated information. - Special Events Report. - 4th of July Event - Big success. The parade and the picnic in the park very well attended and compliments received from citizens. Chair Report - Future Agenda Items. - Adopt a Location: August 14, 2004. Mr. Mark Tepper moved to adjourn meeting. Mr. Scott Williams seconded the motion. Vote: (7-0), approved.
