OR 2005-1093 Decrease in members of Library BoardAN ORDINANCE OF THE CITY OF COPPELL, TEXAS ORDINANCE NO. 2005-1093 AN ORDINANCE OF THE CITY OF COPPELL, TEXAS, AMENDING THE CODE OF ORDINANCES BY AMENDING CHAPTER 2, ARTICLE 2-1, SECTION 2-1-1 TO PROVIDE FOR A DECREASE IN THE NUMBER OF MEMBERS TO THE LIBRARY BOARD FROM EIGHT REGULAR MEMBERS TO SEVEN REGULAR MEMBERS; PROVIDING A REPEALING CLAUSE; PROVIDING A SEVERABILITY CLAUSE; AND PROVIDING AN EFFECTIVE DATE. WHEREAS, Section 2-1-1 of the Code of Ordinances previously provided for the Library Board to consists of seven (7) regular members to said Board; and WHEREAS, in September of 2004 the City Council amended section 2-1-1 by passing Ordinance No.2004--1086, which increased the number of Library Board members from seven (7) regular members to eight (8) regular members; and WHEREAS, the City Council has now determined that it is in the best interest of the City to amend Section 2-1-1 to reduce the number of regular Library Boards from eight (8) to seven (7); BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF COPPELL, TEXAS: SECTION 1. That the Code of Ordinance of the City of Coppell, Texas be, and the same is hereby amended by amending Chapter 2, Article 2-1, Section 2-1-1 to provide for a decrease in the number of members to the Library Board from eight (8) regular members to seven (7) regular members, to read as follows: "ARTICLE 2-1. LIBRARY BOARD Sec. 2-1-1. Creation. There is hereby created and established for the city a library board composed of seven (7) regular members and two alternate members appointed by the city council ...... " SECTION 2. That all provisions of the ordinances and resolutions of the City of Coppell, Texas, in conflict with the provisions of this ordinance be, and the same are hereby, repealed, and all other provisions not in conflict with the provisions of this ordinance shall remain in full force and effect. SECTION 3. That should any word, phrase, paragraph, section or phrase of this ordinance or of the Code &Ordinances, as amended hereby, be held to be unconstitutional, illegal or invalid, the same shall not affect the validity of this ordinance as a whole, or any part or provision thereof other than the part so decided to be unconstitutional, illegal or invalid, and shall not affect the validity of the Code of Ordinances as a whole. SECTION4.
