BM 2004-12-16 PZ Minutes of December 16, 2004 PLANNING AND ZONING COMMISSION The Planning and Zoning Commission of the City of Coppell met in pre-session at 6 p.m., and in regular session at 6:30 p.m., on Thursday, December 16, 2004, in the Council Chambers of Coppell Town Center, 255 Parkway Boulevard, Coppell, Texas 75019. The following members were present: Chairman Lee Foreman Vice Chairman Anna Kittrell Commissioner Rick McCaffrey Commissioner Dornell Reese, Jr. Commissioner Mark Borchgardt Commissioner Paul Milosevich Commissioner Matt Hall Also present were Civil Engineer Keith Marvin, Graduate Engineer Charlene LaMattina, Planning Director Gary Sieb, Assistant Planning Director Marcie Diamond, City Planner Matt Steer and Secretary Barbara Jahoda. PRE-SESSION (Open to the Public) Briefing on the Agenda. Staff briefed the Commission on the cases. REGULAR SESSION (Open to the Public) Call to Order. Chairman Foreman called the meeting to order. Approval of Minutes dated November 18, 2004. Vice Chairman Kittrell made a motion to approve the minutes of November 18, 2004, as written. Commissioner Borchgardt seconded; motion carried (6-0) with Commissioners Borchgardt, Hall, McCaffrey, Foreman, Kittrell and Reese voting in favor. None opposed. Commissioner Milosevich arrived late. PUBLIC HEARING (Continued): Consider approval of Case No. PD-209-C, TownOaks Centre, zoning change request from C (Commercial) to PD-209-C (Planned Development- 209-Commercial) to allow variances to the City's Sign Ordinance regarding two monument signs and attached signage at 120 S. Denton Tap Road, located at the southeast corner of Denton Tap and Sandy Lake Roads, at the request ofAlen Hinckley, Univest Properties. Presentation: Assistant Planning Director Marcie Diamond reintroduced the item to the Commission, showing exhibits; reviewing the recent changes made to the attached signage, monument sign placement and elevations since the November Commission meeting. After advising the Commission of staff's position on each request, Ms. Diamond stated that staff recommends approval, as follows: Attached Signs: Approval of the 116-square-foot attached sign, installed at the angle as shown, (denial of a l$O-square foot sign) with letters being individually mounted to black metal plate, with two horizontal red stripes, subject to all letters being white, and denial of the second tenant sign until such time that the tenant is known and the sign can be reviewed. Monument Signs: Approval of the internally lit, bronze name plates, all being the same height, but longer sign plates for tenants exceeding 15,000- square feet, subject to minimum letter size being 6 inches; with consistent font, the sign being a total of 63-square feet (the additional three square feet being limited to the architectural accents); the sign along Denton Tap Road being set back 15 feet from the property line; the monument sign along Sandy Lake Road being removed from the street right-of-way and being set back as far as possible from the property line, within the existing island. · Revised Elevations: Approval, as resubmitted. Alen Hinckley, Coppell Village, Ltd., 12201 Merit Drive, Suite 170, Dallas, TX 75251, present to represent this case before the Commission and answer any questions, addressed staff's recommendations relative to the set-backs, letter height and types of font on the monument signs and the increase in size of the attached Fitness Express sign, which was tenant driven. He distributed pictures of various monument signs taken during daylight and nighttime hours and showing various setbacks of existing monument signs in Coppell. Public Hearing: Since the Public Hearing remained open from the Commission's November meeting, Chairman Foreman asked for people who wanted to speak either in favor or opposition or wanted to comment on this request to come forward. No one spoke. Chairman Foreman closed the public hearing. Discussion: There was discussion regarding the height of tenant names and font types on monument nameplates. Opinions were expressed as to allowing internally-lit monument signs, etc. Action: Commissioner Milosevich made a motion to recommend approval of Case No. PD-209- C, TownOaks Centre, zoning change request from C to PD-209-C, subject to the following conditions: Attached Signs: 1) Approval of a l l6-square-foot attached sign for Fitness Express, installed at the angle, as shown, with white letters being individually mounted to black metal plate, with two horizontal red stripes, and denial of the second tenant sign. Commissioner Reese seconded the motion; motion carried (4-3) with Commissioners Foreman, Milosevich, Kittrell and Reese voting in favor. Commissioners Borchgardt, Hall and McCaffrey opposed. PUBLIC HEARING: Consider approval of Case No. PD-163R4-SF-9~ Windsor Estates~ zoning change request from PD-163R2-SF-9 (Planned Development 163- Revision 2-Single Family-9) to PD-163R4-SF-9 (Planned Development 163-Revision 4- Single Family-9) to revise the fence line from 25' to 15' along DeForest Road to allow for a four-foot tall wrought iron fence on a 16-inch tall retaining wall on Lot 1, Block B (612 St. James), at the request of Marvin and Jill Watkins. Presentation: Assistant Planning Director Marcie Diamond introduced the item to the Commission, showing exhibits, briefly reviewing the history of this case and reminding the Commission that in September, it denied a request to allow the retention of the existing wrought-iron fence on a retaining wall located 15' from the property line along DeForest Road. The fence has since been removed, and the applicant is requesting favorable consideration to revise the setback for the fence line along DeForest Road now that it has been demonstrated how the property would look with the fence. Ms. Diamond stated that o because this type of fence will not obstruct the visibility corridor along DeForest or create a safety issue, staff could support this zoning change, with one condition, which she read into the record. She added that 11 notices were sent to property owners within 200' feet and one favorable reply was received by the Planning Department. None in opposition. Jill Watkins, 612 St. James, Coppell, TX 75019, present to represent this case before the Commission and answer any questions, apologized for actions taken in the past and asked for favorable consideration to her request. Public Hearing: Chairman Foreman opened the Public Hearing, asking for people who wanted to speak either in favor or opposition or wanted to comment on this request to come forward. No one spoke. Chairman Foreman closed the public hearing. Discussion: There was some discussion regarding the reasoning for the original 25' fence and building line setback for this and other lots in the residential development. Action: Vice Chairman Kittrell made a motion to recommend approval of Case No. PD-163R4- SF-9, Windsor Estates, zoning change request from PD-163R2-SF-9 to PD-163R4-SF-9, subject to the following condition: 1) The notation "fence and building setback line" being added to the west side of this lot, along St. James Place. Commissioner Hall seconded the motion; motion carried (6-1) with Commissioners Borchgardt, Hall, McCaffrey, Milosevich, Kittrell and Reese voting in favor. Chairman Foreman opposed. Presentation: Assistant Planning Director Marcie Diamond introduced the item to the Commission, showing an exhibit and stating that staff recommends approval of this Replat, subject to one condition, which she read into the record. Action: Commissioner Hall made a motion to recommend approval of the Windsor Estates, Lot 1, Block B, Replat, to revise the fence line from 25' to 15' along DeForest Road, subject to the following condition: 1) The notation "fence and building setback line" being added to the west side of this lot, along St. James Place. Commissioner McCaffrey seconded the motion; motion carried (7-0) with Commissioners Borchgardt, Hall, McCaffrey, Foreman, Milosevich, Kittrell and Reese voting in favor. None opposed. A five-minute break was observed. o Briefing on Design Guidelines for Old Coppell Design Guidelines for development of sites on approximately 100 acres of property in the vicinity of Coppell and Bethel Roads and commonly referred to as "Old Coppell." Presentation: Through a slide presentation, Planning Director Gary Sieb briefly reviewed the Old Coppell Master Plan, updating the Commission of the activity in the area to date. Mr. Sieb asked for comments, ideas, suggestions or criticisms regarding the proposed Design Guidelines, to be presented by Matt Steer, City Planner, so that staff can modify the guidelines before meeting with the property owners in Old Coppell for their input. He added that after this meeting to be held sometime in January, the Design Guidelines will come back to the Commission in the form of an Ordinance for a Public Hearing and will then be forwarded on to City Council for consideration. City Planner Matt Steer introduced, in detail, the elements to be included within the Old Coppell Design Guidelines: On-site Requirements for New Structures, Additions, etc.; Architectural Design Details and the Repair and Maintenance of such structures. He stated that permitted or targeted uses for Old Coppell include bakery, restaurant, bookshop, gift shop, coffeehouse, etc. Events encouraged include festivals/parties; concerts; farmers market activities, etc. New construction should be compatible in scale; shape; roof form; orientation to street; location and proportion of entrances, windows, and porches; foundation materials; porch height and depth; canopy/awning materials and setbacks. Additions and accessory structures should be simple in design and compatible with the main structure. Demolition should be avoided. Moving compatible structures into the district is appropriate while moving any historic structure from the district shall be avoided. Site requirements within the Guidelines address curb cuts, driveways, fences and walls, fire safety, handicap access, landscaping, lighting, screening of mechanical 12. systems, parking lots, parks/playgrounds, paving, refuse, sidewalks, signs, on-site steps and walks, street widths/rights-of-way, streetscape furnishings and window display principles. The Architectural Guidelines address new construction and preservation of traditional design for various architectural elements (i.e., awnings, decks, doors, fences, porches, shutters, windows, etc.). The Repair and Maintenance section outlines how to clean, repair, maintain and avoid predictable damage to materials of the structure. Discussion: There was discussion relative to existing vs. new construction relating to compliance with the proposed Guidelines, door designs for commercial storefronts (providing a range of examples for developers to choose from), etc. Keith Marvin, Civil Engineer for the City of Coppell, discussed a recent Old Coppell public hearing regarding the proposed roadway design for Bethel and Coppell Roads, the use of stamped concrete bands at intersections, head-in parking (no parallel parking), design of bridges, box culverts west of Coppell Road, light standards/flags (banners) for specific events on bridges, asphalt/concrete streets with concrete curbs/gutters, varying width of sidewalks/planting areas, etc. The consensus of the Commission was that the Guidelines were well done. It was suggested that there be flexibility with each development to encourage creativity in design, although use of appropriate materials should be stressed. Another suggestion was that the Guidelines should be specific about signage in the Historic Overlay area, especially where neon is concerned; the use of shutters should be encouraged, etc. General discussion concerning planning and zoning issues. A. Update on Council planning agenda action on December 14, 2004: a. Princeton Park, Lot 1, Block 1, Site Plan Amendment, to allow the construction of a 40-square-foot multi-tenant monument sign. b. Northlake 635 Business Park, Lots 1R and 1R1, Block D, Replat (Coppell Business Center II), to allow for the replat of one lot into two lots at the northwest corner of Belt Line Road and Lakeshore Drive. c. PD-208-LI, Coppell Trade Center, zoning change request from L! to PD-208-L! to approve a Concept Plan to allow the construction of approximately 645,000-square-feet of office warehouse uses and approval of a Detail Plan for Phase 1 containing a 195,845-square-foot building located along the north side of Sandy Lake Road, between Northpoint Drive (extended) and the extension of Freeport Parkway. d. Coppell Trade Center, Lot 1 Block 1, Minor Plat. e. BE! Properties Addition, Lot 1, Block A, Site Plan, to allow the construction of a 3,537-square-foot retail building along the west side of Denton Tap Road, between Southwestern Boulevard and Bethel Road. f. BE! Properties Addition, Lot 1, Block A, Minor Plat. g. Ordinance for Case No. PD-202-TH-1, Villas of Lake Vista, zoning change from HC to PD-202-TH-1 to allow the construction of 155 townhome lots and 23 common areas on approximately 22 acres of property located south of Lake Vista Drive, east of MacArthur Blvd. and an amendment to the Land Use Plan of the 1996 Comprehensive Master Plan from Mixed Use to Residential Medium Density. Ordinance for Case No. PD-204-C, Cr~me de la Cr~me, zoning change from C to PD-204-C to allow the construction of a 20,425-square-foot day care center along the east side of Denton Tap Road, south of the Vintage Car Wash. Ordinance for Case No. PD-206-HO-R, Conoboy Addition, zoning change from HO-R to PD-206-HO-R, to allow the conversion of a 2,480-square-foot residential structure to an office use along the west side of Coppell Road, approximately 300 feet south of Bethel Road (717 Coppell Road). Ordinance for Case No. S-1217-LI, Coppell South Substation, zoning change from L! to S-1217-LI, to allow the construction of an electric substation along the north side of Southwestern Boulevard, approximately 500 feet west of Coppell Road. At the pre-meeting, Planning Director Gary Sieb discussed the decisions made by Council on December 14, 2004, regarding the above-mentioned cases. Director' s comments: a. Happy Holidays to all.
