RE 11-23-92.1 RESOLUTION NO. 112392.1
WHEREAS, the City of Coppell's property taxes, as well as dozens of other cities and
town's property taxes, have risen faster than cities and towns in other states in our nation over
the last five years, due to the steadily decreasing funds made available to the local communities
from state revenues, and
WHEREAS, Governor Ann Richards, Lt. Governor Bob Bullock and Speaker Gib Lewis
have proposed a "Fair Share Plan" and an accompanying constitutional amendment for
consideration by the legislature which is in a special session called for the express purpose of
dealing with funding of public schools, and
WHEREAS, this constitutional amendment includes several ite~,:s which are detrimental
not only to Coppell ISD but also to local taxpayers across our state. The most dangerous of these
is in the provision of "Full Recapture" being allowed to a degree not yet specified by law, and
WHEREAS, this provision could allow the state to redistribute local tax money to
whatever degree that the legislature deemed proper in order to provide an equalized system of
funding Texas public schools, and
WHEREAS, also included is the restructuring of the Available School fund to certain
districts meeting performance requirements but this money would likely not be available to
districts in higher wealth-per-pupil categories. The money is presently distributed to every school
district in the state on a per capita basis.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF
COPPELL, TEXAS:
That the City of Coppell requests the Texas State legislature to totally reject the "Fair
Share Plan", because of its unfairness to many Texas cities and towns, and to find a solution that
is equitable to everyone, both the advantaged and the disadvantaged, and to realize that only
equity is fair and should be the goal.
DULY PASSED by the City Council of the City of Coppell, Texas on the 8th day of
December 1992.
