MINUTES
The Coppell Economic Development Committee met at 6:00 p.m. on Wednesday, April 6, 2005 at Coppell
Town Center, 2nd Floor Conference Room, 255 Parkway Boulevard, Coppell, Texas 75019. The following
were present: Bill Rohloff, Gary Roden, Bill Lowery, Larry Kingsbury, Jeanne Hooker,
Allen Mushinski, Jason Crawford, Marvin Franklin, Mindi Hurley, Chad Beach, City Manager Jim Witt,
Councilmember Marsha Tunnell, Councilmember Billy Faught, and Scarlett Hovland.
Call to Order
· Bill Rohloff called the meeting to order at 6:00 p.m.
Approval of Minutes
It was moved by Larry Kingsbury and seconded by Marvin Franklin that the minutes of the
March 2, 2005 meeting be approved. The motion passed unanimously.
Update regarding the Economic Development Coordinator Position
· Jim Witt introduced Mindi Hurley to the committee. She will be filling the Economic
Development Coordinator position beginning April 20, 2005.
· Bill Rohloff thanked Bill Lowery and Kris Fichtner, along with the city staff for being involved
in the interview process for the coordinator position. He stated how very planned and
productive the interview process went.
· A suggestion was made that the members wear nametags at the May meeting to make it easier
for Mindi to familiarize herself with the committee.
· Dinner will be provided at the May meeting. Scarlett will order from Palio's Pizza Caf&

Discussion Regarding the Compilation of an Economic Development Strategic Plan.
· It was decided that Mindi Hurley and Deputy City Manager Clay Phillips would review the
strategic plan as written.
· The committee would like to finalize the compilation of the strategic plan at the May 4, 2005
meeting.
General Discussion and Update on Commercial and Industrial Projects
The following projects were presented by Jim Witt, City Manager.
· Site plan for the restaurant to locate in Old Coppell is completed and will be presented to the
Planning and Zoning committee in June.
· Site plan for a medical professional building located on Bethel Road which will consist of a 1
building 2 story facility will be presented to the Planning and Zoning committee in May.
· Universal Academy will be taking occupancy of the existing building located at the southeast
comer of Sandy Lake Road and MacArthur Blvd.
· Little Caesars Pizza will be locating as a take-out only restaurant in the Town Center Addition,
located along the East Side of Denton Tap Road.
· Northlake project was reviewed and concerns were discussed on the impact this project would
have on the CISD and increase of traffic. City staff is continuing ongoing consultations with
the City Appointed Attorney, the City of Dallas, and the City of Irving. The City Manager's
office has received numerous calls from citizens concerning this issue..
· Wachovia Bank is has submitted a plan for the Grandy's building site. They are proposing to
tear down the existing building and replace it with a bank facility with 5 drive-through lanes.
· The development for office warehouse located at the West Sandy Lake Road Addition is in
progress.
· Chad Beach updated the committee on the status of the streamline sales tax. It is not a concern
for this legislative session, however it will be coming back because the national movement is
going strong in favor of it.
Bill Rohloffthanked Mindi for coming and participating in the meeting. The committee looks
forward to working with her.
With no further business to discuss, it was moved by Jason Crawford and seconded by
Larry Kingsbury that the meeting adjourn. By unanimous vote, the meeting was adjourned at 7:00
p.m.
