CIVIL SERVICE ELECTION
Coppell, Texas
May 4, 1991
ELECTION ORDER
BE IT REMEMBERED THAT on this 26 day of February, 1991,
at a meeting of the City Council of the City of Coppell, Texas, a
quorum being present, the meeting was called to order and the
Council issued the following order:
~, on February 11, 1991, a petition was presented to the
Mayor and City Council of the City of Coppell requesting that the
City Council order an election submitting to the voters of the City
the question of whether the City of Coppell should adopt the fire
fighters' and police officers' civil service law that is permitted
to be adopted by Chapter 143 of the Local Government Code; and
WHEREAS, said petition has been properly verified and found to
be signed by at least 61 registered voters of the City, the
number of signatures necessary to require the calling of an
election on the proposition; NOW, THEREFORE,
IT IS ORDERED that an election be held in the City of Coppell,
Texas, on the 4th day of May, 1991, the same being the first
Saturday of said month, to provide for voting for or against the
proposition: Adoption of the fire fighters' and police officers'
civil service law.
The proposition shall be printed on the ballot in the form of
a single statement and may appear on the ballot only once. The
word "FOR" and below it the word "AGAINST" shall be printed to the
left of the proposition. A brace or other suitable device shall be
printed to indicate to which proposition each "FOR" or "AGAINST"
applies, and a square for voting shall be printed to the left of
each "FOR" and each "AGAINST."
If a majority of the votes received in the election are in
favor of adoption, the fire fighter's and police officers' civil
service law will be implemented in the City of Coppell.
The polling place for said election shall be The Coppell City
Hall, 255 Parkway Boulevard, Coppell, Texas.
The polls shall be open from 7:00 a.m. to 7:00 p.m.
None but legally qualified voters of the City shall be
entitled to vote at said election.
Notice of said election shall be published once in the
official newspaper of the City not earlier than April 4, 1991, the
30th day before election day, and not later than April 24, 1991,
the 10th day before election day. Such notice shall also be posted
on the Bulletin Board used to publish notice of City Council
Meetings not later than April 3, 1991, the 21st day before election
day. (4.003)
A copy of the published notice that contains the name of the
newspaper and the date of publication shall be retained as a record
of such notice, and the person posting the notice shall make a
record at the time of posting stating the date and place of
posting. (4.005)
The election, although a separate election, shall be held at
the same time and in conjunction with the regular municipal
election for the election of municipal officials. The proposition
may be printed on the same ballot as used in the regular municipal
election, and the Presiding Election Judge and the Alternate
Presiding Election Judge appointed to serve at the regular
municipal election shall also serve as the election officials at
this election. (32.005, 32.001)
The Alternate Presiding Judge shall serve as Presiding Judge
if the regularly appointed Presiding Judge cannot serve and where
the election is conducted by the regularly appointed Judge, the
Presiding Judge shall appoint the Alternate Presiding Judge as one
of the Clerks. (32.001b, 32.032)
An Absentee Ballot Board is hereby created. (87.001)
The Presiding Election Judge shall also serve as the Presiding
Judge of the Absentee Ballot Board. The other members of the
Absentee Ballot Board shall be appointed by the Presiding Judge in
the same manner as the Presiding Election Judge appoints Election
Clerks. (87.001-87.002)
The Presiding Election Judge shall appoint two Election Clerks
and as many additional Clerks as are necessary for the proper
conduct of the election. Provided, however, /~ shall
be the maximum number of Clerks which may be appointed to serve at
said polling place. (32.003)
All Judges and Clerks shall be qualified voters in the City.

Absentee voting for the above designated election shall be
held at the regular office of the city Secretary at the City Hall
building, Coppell, Texas, and said place of absentee voting shall
remain open on each day of absentee voting which is not a Saturday,
Sunday or a legal state holiday, beginning on the 20th day and
continuing through the 4th day preceding the date of said election.

Said place of absentee voting shall remain open on the
weekdays of the absentee voting period and during the hours the
City Secretary's office is regularly open for business. (83.032)
The City Secretary shall be the absentee voting clerk for said
election. (83.005)
The City Secretary may by written order appoint one or more of
the City Secretary's permanent deputies as deputy absentee voting
clerks. (83.032)
Voting on election day shall be conducted using the electronic
punch card system adopted by the Commissioners Court of Dallas
County, and absentee voting shall be conducted by paper ballot.
Absentee ballots shall be counted by the Absentee Ballot Board.
After holding said election, the Presiding Election Judge
shall promptly deliver the original of the election returns in
person to the Mayor or if the Mayor is unavailable, to the City
Secretary. (66.051, 66.001)
The City Secretary shall present such returns to the city
Council for the canvassing of said election. (66.051, 66.052)
The canvass of said election returns shall be conducted by the
City Council not earlier than the 2nd day nor later than the 6th
day after the election. (67.003a, 67.001)
The Presiding Election Judge shall be paid the sum of $5.00
per hour, plus an additional sum of $25.00 for services in
delivering the returns of the election. The Alternate Presiding
Election Judge shall be paid the sum of $5.00 per hour, and each
Election Clerk shall be paid the sum of $5.00 per hour for their
services in holding the election. Such payments shall not exceed
the maximum amounts set out in the Texas Election Code, to-wit:
$5.00 per hour for each election official, plus an additional
amount paid to the Presiding Judge for delivering the returns, not
to exceed $25.00. (32.091-32.092)
DULY ORDERED by the City Council of the City of Coppell,
