COPPELL ECONOMIC DEVELOPMENT COMMITTEE
October 5,2005
MINUTES
The Coppell Economic Development Committee met at 6:00 p.m. on Wednesday, October 5,2005 at
Coppell Town Center, 2nd Floor Conference Room, 255 Parkway Boulevard, Coppell, Texas 75019. The
following were present: Bill Rohloff, Gary Roden, Bill Lowery, Larry Kingsbury, Jason Crawford, Marvin
Franklin, Kris Fichtner, Matt Hall, Ken Luttmer, Mindi Hurley, Gary Sieb, City Manager Jim Witt,
Councilmember Thorn Suhy, and Scarlett Hovland.
1. Call to Order
. Bill Rohloff called the meeting to order at 6:00 p.m.
2. Introduction of Committee Members
. No new members were in attendance.
3. Nomination and Election of Officers - Chairman and Vice-Chairman
. It was moved by Kris Fichtner and seconded by Larry Kingsbury that Bill Rohloff serve as
Chairman and Gary Roden serve as Vice-Chairman to the Economic Development Committee.
The motion passed unanimously.
4. Approval of Minutes
. It was moved by Larry Kingsbury and seconded by Marvin Franklin that the minutes of the
Sept. 7,2005 meeting be approved. The motion passed unanimously.
5. Discussion of Old Coppell Incentive Policy
. Mindi Hurly presented the modifications and revisions to the Old Coppell Tax Incentive
Policy.
. Discussion followed.
. It was moved by Marvin Franklin and seconded by Larry Kingsbury that the Old Coppell
Incentive Policy be presented to the City Council for approval. The motion passed
unanimously.
. Bill Rohloff thanked Mindi Hurly and the sub-committee for their time and energy spent on the
revision of the policy.
6. Discussion of Goals and the Strategic Plan
. Mindi reviewed the updated spreadsheet of the strategic plan goals.
. A completion date was added to the work elements.
. Mindi asked that the committee be involved in the business retention for Coppell.
. The Strategic plan goals spreadsheet will be reviewed at the monthly committee meetings.
7. General Discussion and Update on Commercial and Industrial Projects
. Mindi thanked the committee members for being present at the North Lake College Campus
sign revealing ceremony.
. Dallas Texans proposal is ongoing.
. Construction has begun on the Duke development located along the north side of Bethel Road,
west of Freeport Parkway.
. Roly Poly Sandwiches has closed.
. Wachovia Bank has begun construction at 131 N. Denton Tap Rd.
. Jiffy Lube located at 250 S. Denton Tap Rd. has closed.
. Jim Witt suggested that a contact be made with Big 12.
. Mindi reminded the committee of the 50th celebration for Coppell on Oct. 29 beginning at 5
p.m. Hard Eight City BBQ will be serving BBQ Plates, Palio's Pizza will be serving pizza
and Carvel's Ice Cream will be serving ice cream treats. Emerald City Band will be
performing. There will also be a children's area of entertainment.
. City Council will be considering the tax abatement agreement with LIT Industrial Texas
Limited Partnership at the Sept. 13 Council meeting.
With no further business to discuss, it was moved by Marvin Franklin and seconded by Jason
Crawford that the meeting adjourn. By unanimous vote, the meeting was adjourned at 7 p.m.
