MINUTES
The Coppell Education Development Corporation met at 7 p.m. on Wednesday, October 12,
2005 at Coppell Town Center, 2nd Floor Conference Room, 255 Parkway Boulevard, Coppell,
Texas 75019.

Item 1.
Call to Order.
President Altemus called the meeting to order at 7:05 p.m.
Item 2.
Introduction of New Appointees by City Manager.
Introductions were made for new members Meme Collins- Tabuena and JoAnn Schauf.
Item 3.
Election of New Officers for 2005-06 Fiscal Year.
Brian Letzkus nominated Antonio Altemus for President, and Ron Carpenter seconded the
motion. Antonio Altemus nominated Ron Carpenter and Brian Letzkus seconded. Nominations
were closed, and Antonio Altemus voted for Ron Carpenter. Gregory Frnka, Ron Carpenter,
Brian Letzkus, Meme Collins-Tabuena and JoAnn Schauf voted for Antonio Altemus. Antonio
Altemus remains President of the CEDC. Gregory Frnka nominated Ron Carpenter for Vice
President, and Brian Letzkus seconded the motion. Nominations were closed, and the vote for
Carpenter was unanimous. Meme Collins- Tabuena nominated herself for Secretary and Antonio
Altemus seconded. Nominations closed, and the vote for Collins- Tabuena was unanimous.

Item 5.
Approval of Minutes: September 14, 2005
Brian Letzkus made a motion to approve the minutes, and Ron Carpenter seconded. The vote for
approval was unanimous.
Item 6.
Review and consider approval of a grant application for 21 ESOL Teachers
in the amount of $930,000 from Coppell Independent School District.
Gregory Frnka made a motion to approve the grant application, and Ron Carpenter seconded the
motion. Shannon Buerk, Assistant Superintendent for Curriculum appeared to review the grant.
JoAnn Schauf offered opposition to the grant, specifically the bilingual intervention portion of
it, and asked for an amended motion to deny based on that concern. Gregory Frnka rejected the
request, and the vote was Altemus, Frnka, Carpenter, Letzkus and Collins- Tabuena in favor of
the motion to approve, with Schauf opposed. The motion carried.
Item 7.
Review and consider approval of a grant application for 11 Spanish Teachers
in the amount of $565,000 from Coppell Independent School District.
Brian Letzkus made a motion to approve the grant application, and JoAnn Schauf seconded.
Shannon Buerk from the CISD answered questions and explained that 22% of graduating seniors
achieve Distinguished Academic Status. The vote was unanimous to approve the grant
application.
Item 8.
Review and consider approval of a grant application for nine Literacy
Intervention Support Teachers in the amount of $475,000 from Coppell
Independent School District.
Brian Letzkus made a motion to approve the grant application, and Gregory Frnka seconded.
Antonio Altemus asked Shannon Buerk if the CEDC could receive progress reports on earlier
grants made for Literacy Intervention, and she agreed to provide them. After some discussion,
the vote to approve the grant application was unanimous.
Item 9.
Review and consider approval of a grant application for 4.5 Certified
Spanish Teachers in the amount of $225,000 from Coppell Independent
School District.
Gregory Frnks made a motion to approve the grant application, and Brian Letzkus seconded.
Shannon Buerk from CISD discussed the program, and JoAnn Schauf requested that the first
sentence in Section II on page 3 be deleted. Shannon agreed, and the vote to approve the
application with that one change was unanimous. The corrected page will be emailed to the City.

Item 10.
Review of CEDC History and Status of Grants by City Manager.
Jim Witt reviewed Coppell's phenomenal sales tax growth, and explained Streamlined Sales Tax
and the impact it could have on Coppell. He said the City raises about $2.2 million, and 95% of
the funds go to the CISD based on enrollment. Coppell also awards funds to The North Hills
School, a Charter school that has Coppell students enrolled. The City collects the sales tax on a
monthly basis, and receives it from the State Comptroller about 40 days after the close of the
month. Jim stated that he would request sales tax estimates for the upcoming year from Finance
Director Jennifer Armstrong, and ask her to attend the November meeting.
Item 11.
General Discussion.
JoAnn Schauf asked if discussion could be held regarding grant applications. Jim stated that this
would be placed on the November agenda.
Adjournment
With no further business to discuss, President Altemus adjourned the meeting at 9 p.m.
