ELECTION OF MUNICIPAL OFFICERS

May 5, 1990
ELECTION ORDER
BE IT REMEMBERED THAT on this /,~/~ day of , 1990, at a meeting
of the City Council of the City of Coppell, Texas, a quorum beTng present, the meeting
was called to order and the Council issued the following order:
IT IS ORDERED that an election be held in the City of Coppell, Texas, on the
5th da)' of May, 199{}, the same being the first Saturday of said month for the following
purpose:
To elect the following city officers:
One Councilmember for Place i for a two-year term, one Councilmember for
Place 3 for a two-year term, one Councilmember for }~lace 5 for a two-year term, and
one Councilmember for Place 7 for a two-year term,
The candidate for each such office receiving a majority of all votes cast for all
candidates for such office shall be elected to serve such term or until his or her
successor is duly elected and qualified.2
In the event any candidate for any one of said offices fails to receive a majority
of all votes cast for all the candidates for such office, a run-off election shall be held
on May 26, 1990, the same being the last Saturday of said month.3
The polling place for said election shall be the Coppell City Hall, 255 Parkway
Boulevard, Coppe]l, Texas.
The polls shall be open from 7:00 o'cP)ck a.m. to 7:00 o'clock p.m.

None but legally qualified voters of the City shall be entitled to vote at said
election.
Notice of said election shall be published once in the official newspaper of the
City not earlier than April 5, 1990, nor later than April 25, 1990, and shall be posted
on the Bulletin Board used to publish notice of City Council Meetings not later than
April 14, 1990.4 A copy of the published notice that contains the name of the newspaper
and the date of publication shall be retained as a record of such notice and the person
posting the notice shall make a record at the time of posting stating the date and place
of posting.5
A Presiding Election Judge and an Alternate Presiding Election Judge shall be
appointed to serve at said polling place by written resolution of the City Council of
the City of Coppe]], Texas.6 The alternate presiding judge shall serve as presiding
judge if the regularly appointed presiding judge cannot serve7 and where the election
is conducted by the regularly appointed presiding judge, the presiding judge shall appoint
the alternate presiding judge as one of the clerks.8
The Presiding Judge for said polling place shall appoint two Election Clerks and
as many additional Clerks as are necessary for the proper conduct of the election.
Provided, however, /O shall be the maximum number of Clerks which may
be appointed to serve at said polling place.9 All Judges and Clerks shall be qualified
voters in the City.l0
An Absentee Ballot Board is hereby created.11 The Presiding Election Judge
shall also serve as the presiding judge of the Absentee Ballot Board. The other election

officers appointed by the presiding judge to serve at said election shall serve as the
other members of the Absentee Ballot Board.12
Absentee voting for the above designated election shall be held at the regular
office of the City Secretary at the Coppell City Hall, 255 Parkway Boulevard, Coppell,
Texas, and said place of absentee voting shall remain open on each day of absentee
voting which is not a Saturday, Sunday or a legal State holiday, beginning on the 20th
day and continuing through the 4th day preceding the date of said election.13 Said
place of absentee voting shall remain open on the weekdays of the absentee voting
period and during the hours that the City Secretary's office is regularly open for
business° The City Secretary shall be the absentee voting clerk for said electiono14
The City Secretary may by written order appoint one or more of the City Secretary's
permanent deputies as deputy absentee voting clerks.15
After holding said election, the presiding election judge shall promptly deliver
the original of the election returns in person to the Mayor or if the Mayor is unavailable,
to the City Secretary.16 The returns shah be delivered to the City Council before
the time set for convening the local canvass for the purpos of canvassing said election.17
The canvass of said election returns shall be conducted by the City Council of the City
of Coppell not earlier than the 2nd day nor later than the 6th day after the election.18
The Presiding Election Judge shall be ~)aid the sum of $5.00 per hour, plus an
additional sum of $25.00 for his services in delivering the returns of the election. The
Alternate Presiding Election Judge shall be paid the sum of $5.00 Der hour and each
Election Clerk shall be paid the sum of $5.00 per hour for their services in holding
the election. Such payments shall not exceed the maximum amounts set out in the

Texas Election code, to-wit: $5.00 per hour for each election official,19 plus an
additiona! amount paid to the Presiding Judge for delivering the returns, not to exceed
$25.00.20
