BM 2006-02-01 CEDF COPPELL ECONOMIC DEVELOPMENT COMMITTEE February 1, 2006 MINUTES The Coppell Economic Development Committee met at 6:00 p.m. on Wednesday, February 1,2006 at Coppell Town Center, 2nd Floor Conference Room, 255 Parkway Boulevard, Coppell, Texas 75019. The following were present: Bill Rohloff, Gary Roden, Larry Kingsbury, Jason Crawford, Jim Pranske, Marvin Franklin, Kris Fichtner, Kenneth Luttmer, Matt Hall, David Apple, Mindi Hurley, Chad Beach, and Scarlett Hovland. 1. Call to Order . Bill Rohloff called the meeting to order at 6:05 p.m. . Bill introduced and welcomed David Apple to the committee. David will act as the CISD liaison. 2. Approval of Minutes It was moved by Jason Crawford and seconded by Kris Fichtner that the minutes of the November 2,2005 meeting be approved. The motion passed unanimously. 3. Consideration of a Request by Texas Dugan, L.P. for a Tax Abatement . Mindi Hurley explained that Texas Dugan, L. P. is requesting tax abatement for two buildings consisting of approximately 237, 600-sq. ft. of space for flex/light industrial space on 13.58 acres, located at 700 and 800 W. Bethel Road. . Mr. Jeff Thomton with Texas Dugan, L. P. presented the building specs and shared about the tenants who will be occupying the buildings. . Chad Beach presented the estimated valuation of the development and shared that the project does meet the tax abatement criteria for a 5-year 75% tax abatement. . Discussion followed. . The committee will review and discuss at a future meeting the tax abatement criteria that is being practiced at this time. . It was moved by Gary Roden and seconded by Marvin Franklin that a 5-year, 75% tax abatement be granted for Texas Dugan, L. P. The motion passed unanimously. 4 Consideration of a Request by IBM for a Tax Abatement. . Mindi Hurley explained that IBM is requesting a tax abatement for a business personal property tax abatement agreement for the IBM Industry Solutions Center expansion at the existing IBM facility located at 1177 Belt Line Road. . Chad Beach presented the estimated valuation of the development. The proposed expansion would create a 50,000 sq. ft. leading technology showcase facility within the existing IBM call center at 1177 Belt Line Road in Coppell. The project does meet the tax abatement criteria for a 5-year 75% tax abatement. . Discussion followed. . It was moved by Larry Kingsbury and seconded by Jason Crawford that a 5-year, 75% tax abatement be granted for IBM. The motion passed unanimously. 5. Consideration ofIncentives for Project Duke. . Mindi Hurley shared with the committee details for Project Duke. . Discussion followed. . It was moved by Gary Roden and seconded by Larry Kingsbury that an incentive for a 5-year, 75% tax abatement be recommended to the City Council. . The committee asked that upon approval from the council that the Project Duke present to the committee for the tax abatement. 6. Discussion of Collateral Materials . Mindi Hurley shared with the committee that the approximate cost for marketing materials could range from $7500 - $20,000. . Mindi reviewed tag lines from surrounding cities. . Discussion followed on what information would be helpful in the marketing materials to both incoming developments and retention of companies already here. . Mindi asked that members email her with tag line ideas. She will then send these suggestions to the committee. . It was suggested that the high school students be utilized for the tag line graphics. 7. Discussion of Business Retention Monthly Visits. . Mindi Hurley suggested that four businesses be visited each month. . Mindi will set up the appointments with designated businesses. She will send an email to the committee members when the appointment is set. Mindi would like at least one member to accompany her on the visits. 8. General Discussion and Update on Commercial and Industrial Projects . The Dallas Texans Soccer Club is moving forward with purchasing the Carter-Crowley tract. . Vista Point Phase I is occupied and Phase II will begin development . Hard Eight Pit Bar-B-Q Restaurant is planning on an April ground breaking on the 1.9 acres along the south side of Bethel Rd., east of Freeport Parkway. . The Historic Coppell Properties closed and will begin construction. With no further business to discuss, it was moved by Larry Kingsbury and seconded by Marvin Franklin that the meeting adjourn.
