RESOLUTION NO. 050388.1
WHEREAS, the current jail capacity in Dallas
County is 3,566, but the average daily jail population
in Dallas County between January 1st, 1988, and March
25th, 1988 was 3,697 or 141 more than capacity; and
WHEREAS, the average daily jail population has
increased 32.1 percent during the last five years
and is projected to reach 4,232 by 1990, 5,701 by
1995 and 7,170 by the year 2000; and
WHEREAS, the citizens of Dallas County and
especially this city demand excellent support from
the judicial system in maintaining a safe and secure
community and our citizens realize this safety and
security can only be maintained if the judicial system
has enough room to incarcerate criminals; and
WHEREAS, the State of Texas is currently under
a federal court order that restricts the number of
prisoners that can be admitted into Texas Department
of Corrections facilities and, thus, creates a backlog
in the transfer of prisoners from Dallas County to
TDC; and
WHEREAS, recognizing that the growth of the Dallas
County jail population will continue and that additional
capacity will be required, the Dallas County
Commissioners' Court retained a planning firm to develop
a feasible, workable plan to meet future jail needs;
and
WHEREAS, as a result of this study, the Dallas
County Commissioners' Court called an election for
May 7, 1988 to authorize the construction of a 14-story
2,304 bunk jail tower at the Lew Sterrett Justice
Center
NOW, THEREFORE, BE IT RESOLVED that the
City Council of Coppell, Texas does hereby commend
the Dallas County Commissioners' Court, our Sheriff's
Department and our County courts for its careful
scrutiny of the needs of our criminal justice system.
BE IT FURTHER RESOLVED that this City Council
endorses the passage of this proposal on the May,
ballot and urges all of its registered voters to approve
the construction of the new jail facility.
