MINUTES
The Coppell Economic Development Committee met at 6:00 p.m. on Wednesday, May 17, 2006 at Coppell
Town Center, 2nd Floor Conference Room, 255 Parkway Boulevard, Coppell, Texas 75019. The following
were present: Bill Rohloff, Gary Roden, Bill Lowery, Larry Kingsbury, Jason Crawford,
Jim Pranske, Marvin Franklin, Kris Fichtner, Mary Ciminelli, Matt Hall,
City Manager Jim Witt, Councilmember Jayne Peters, Mindi Hurley, Chad Beach, and Scarlett Hovland.
Call to Order

Bill Rohloff called the meeting to order at 6:00 p.m.
Introduction of new Committee member

Bill Rohloff introduced and welcomed Mary Ciminelli, who is the new Chamber of Commerce
Liaison.
Approval of Minutes

It was moved by Larry Kingsbury and seconded by Marvin Franklin that the minutes of the April
5, 2006 meeting be approved. The motion passed unanimously.
4. Consideration of a Request by Da Vita Pharmacy for a Business Personal Property Tax
Abatemen

Bill Hughson with DaVita Rx presented the request for a tax abatement of personal property
for their flagship pharmacy that will be located at 1234 Lakeshore Drive, Suite 200 in Coppell.
?
The applicant has a 7 ½ year lease for 53,000 sq. ft. in this building.
?
The Coppell location will be the exclusive call center for the United States and will have 200
employees (3 full-time pharmacists with the possibility of increasing up to 5).
?
DaVita Rx will have $6 million dollars of value in furniture, fixtures and equipment, and they
will have approximately $1 million of inventory not subject to Triple Freeport Tax exemption.

Discussion followed.

It was moved by Larry Kingsbury and seconded by Marvin Franklin that a 5-year, 75% tax
abatement be granted on business personal property for DaVita Rx. The motion passed
unanimously.
Consideration of a Request by Cabot Industrial Value Fund for a Tax Abatement

Henry Knapek with Cabot Industrial Value Fund presented the request for a tax abatement
agreement for three buildings consisting of approximately 714,010 sq. ft. of space for flex/light
industrial space on 36.26 acres, located at the southeast corner of Sandy Lake Rd. and
Northpoint Drive.

The applicant will be the owner and at this time there are no occupancy commitments in place.

Discussion followed.

It was moved by Marvin Franklin and seconded by Gary Roden that a 5-year, 75% tax
abatement be granted for Cabot Industrial Value Fund for the development of three buildings
consisting of approximately 714,010 sq. ft. of space for flex/light industrial space on 36.26
acres, located at the southeast corner of Sandy Lake Rd., and Northpoint Drive. The motion
passed unanimously.
EXECUTIVE SESSION

A. Section 551.072, Texas Government Code – Deliberation regarding Real Property.
1. Discussion regarding the sale of city property south of Bethel Road from Park Road
to Freeport Parkway.
Bill Rohloff convened into Executive Session at 7:03 p.m. as under the above-stated article and
discussed Item 1. Rohloff recessed the Executive Session at 7:45 p.m. and opened the Regular
session.
REGULAR SESSION
Discussion of Incentive Policy

The Tax Abatement Application and the criteria for tax abatement were reviewed.
?
Mindi provided a five-year abatement roll-off summary for active abatement agreements.
?
Mindi also provided a spreadsheet comparing area incentives with the cities of Coppell,
Grapevine, Lewisville, Carrollton, Flower Mound, Southlake and Dallas.

Discussion followed.
?
The committee suggested modifying the existing application/policy to better meet the needs of
the community with the limited amount of land remaining for development.
?
Mindi and Chad will revise the current application/policy to reflect the committee’s
suggestions and present at the June meeting.
General Discussion and Update on Commercial and Industrial Projects

Staff continues to review documents with the Dallas Texans Soccer Club to be located at the
Carter-Crowley tract.
?
Duke Realty Corp. purchased the Lesley Tract located at IH635 and Beltline Road.
?
The Economic Development Meeting for July is cancelled.
?
Bill Rohloff congratulated Marvin Franklin on his newly elected position to the City Council.
He will be missed as a member of the Economic Development Committee.
With no further business to discuss, it was moved by Larry Kingsbury and seconded by Marvin
Franklin that the meeting adjourn. By unanimous vote, the meeting was adjourned at 8:30 p.m.
