BM 2006-04-05 EcDev COPPELL ECONOMIC DEVELOPMENT COMMITTEE April 5, 2006 MINUTES The Coppell Economic Development Committee met at 6:00 p.m. on Wednesday, April 5, 2006 at Coppell Town Center, 2nd Floor Conference Room, 255 Parkway Boulevard, Coppell, Texas 75019. The following were present: Gary Roden, Bill Lowery, Larry Kingsbury, Jason Crawford, Jim Pranske, Marvin Franklin, Kris Fichtner, Kenneth Luttmer, David Apple, City Manager Jim Witt, Councilmember Bill York, Mindi Hurley, Chad Beach, and Scarlett Hovland. Call to Order 1. ? Gary Roden called the meeting to order at 6:00 p.m. Approval of Minutes 2. It was moved by Kris Fichtner and seconded by Larry Kingsbury that the minutes of the March 1, 2006 meeting be approved. The motion passed unanimously. Consideration of a Request by IDI for a Tax Abatemen 3.t ? John Leinbaugh with IDI presented the request for a tax abatement for one building consisting of approximately 375,000 sq. ft. of space for flex/light industrial space on 27.072 acres of Lot 1, Block 1 of the Belt Line Trade Center, located on the south side of Belt Line Rd. ? One tenant could use the building or several, as the building will have four entrances with trailer storage on the backside. ? Extra space is being allocated for parking or a picnic area. ? No potential tenants at this time. ? Chad Beach presented IDI’s application for the tax abatement. ? Discussion followed. ? It was moved by Marvin Franklin and seconded by Kris Fichtner that a 5-year, 75% tax abatement be granted for IDI for the development of a warehouse distribution type facility consisting of approximately 375,000 sq. ft., located on the north side of Beltline Road and east of North Lake Drive. The motion passed unanimously. EXECUTIVE SESSION Convene Executive Session (Closed to the Public) 4. A. Section 551.087, Texas Government Code – Deliberation regarding Economic Development Prospect. 1. Discussion regarding an Economic Development Prospect on the West Side of Coppell. Gary Roden convened into Executive Session at 6:25 p.m. as under the above-stated article and discussed Item 1. Roden recessed the Executive Session at 7:35 p.m. and opened the Regular Session REGULAR SESSION Discussion of Sales Tax Revenue 5. ? Mindi presented the spreadsheet on per capita sales tax comparison for the 2005 calendar year. Discussion of Incentive Policy 6. ? Mindi reviewed area incentives as compared to the City of Coppell. ? The Tax Abatement Application and the criteria for tax abatement were reviewed. ? Discussion followed. ? A special called meeting will be scheduled to continue the incentive policy discussion. 7. Discussion of S.H. 121 Plans ? Jim Witt reviewed plans for S.H. 121. He provided a map for viewing. Discussion of Land Values 8. ? Mindi presented a listing of potential competitors within the DFW area. Discussion of Business Retention Monthly Visits. 9. ? Mindi and Larry Kingsbury met with Avaya. It was a positive visit. ? Minyards cancelled their scheduled appointment. ? Mindi will continue to communicate via email with the committee as she schedules appointments. General Discussion and Update on Commercial and Industrial Projects 10. ? Hard Eight-Pit Bar-B-Q has purchased 1.9 acres of land along the south side of Bethel Rd., east of Freeport Parkway and will begin building in mid June. ? C&J Consulting, Inc. will not be locating in Coppell. ? Mindi reviewed the projects under construction, which can be found on the Coppell Clips website. Gary Roden complimented Mindi Hurley on the outstanding job she is doing as Economic Development Coordinator. With no further business to discuss, it was moved by Marvin Franklin and seconded by Kris Fichtner that the meeting adjourn.
