BM 2006-07-12 EdDev COPPELL EDUCATION DEVELOPMENT CORPORATION July 12, 2006 MINUTES The Coppell Education Development Corporation met at 7 p.m. on Wednesday, July 12, 2006 at nd Coppell Town Center, 2 Floor Conference Room, 255 Parkway Boulevard, Coppell, Texas 75019. In attendance:Also present: Antonio Altemus, PresidentClay Phillips, Deputy City Manager Ron Carpenter, Vice PresidentKatherine Bowling, Recording Secretary Gregory Frnka, Board Member Brian Letzkus, Board Member JoAnn Schauf, Board Member Absent Meme-Collins-Tabuena, Secretary Item 1.Call to Order. President Antonio Altemus called the meeting to order at 7 p.m. Item 2.Approval of Minutes: May 10, 2006 Brian Letzkus made a motion to accept the minutes, and Ron Carpenter seconded. The vote to approve was unanimous. Item 3.Citizens’ Appearance. No citizens appeared. Item 4.Review and consider approval of a grant application for a Technology Support Specialist and Substitutes for 21 days of staff development related to instructional technology from Carrollton-Farmers Branch Independent School District in the amount of $39,600.00. Brian Letzkus made a motion to accept the grant application, and JoAnn Schauf seconded. Riverchase Elementary Principal Holly Barber explained that this was the same grant that was submitted in previous years for a part-time technical support person. The vote to approve funding was unanimous. Item 5.Review and consider approval of a grant application for two full-time paraprofessional salaries, additional printed material, and software to improve reading skills from Carrollton-Farmers Branch Independent School District in the amount of $115,200.00. Brian Letzkus made a motion to approve the grant application, and JoAnn Schauf seconded. Principal Barber said this money would fund instructional material, books, as well as salaries in an effort to improve literacy. The vote to approve the grant application was unanimous. Item 6.General Discussion. Deputy City Manager Clay Phillips briefly reviewed the status of the North Lake development, stating that Crow-Billngsley are currently seeking a tax exemption. The lawsuits remain in the hands of judges. Regarding the streamlined sales tax, Clay explained that Texas and Ohio are having second thoughts, and without them it is less likely to move forward. Clay stated that the Coppell Independent School District is interested is reserving some of the funds available from the CEDC for future use should Robin Hood continue to eat into their budget. That is why they have not brought forward grant applications for all of the money available to them. A beer and wine petition received in the City is now being verified by the City Secretary. Clay explained that she had until this weekend to authenticate the signatures, and then it would be place before the City Council. The Council would then call an election in November to allow beer and wine to be sold in stores and alcohol to be served in restaurants without the need for a private club.
