BM 2006-06-21 EcDev COPPELL ECONOMIC DEVELOPMENT COMMITTEE June 21, 2006 MINUTES The Coppell Economic Development Committee met at 6:00 p.m. on Wednesday, June 21, 2006 at Coppell Town Center, 2nd Floor Conference Room, 255 Parkway Boulevard, Coppell, Texas 75019. The following were present: Bill Rohloff, Gary Roden, Bill Lowery, Jason Crawford, Jim Pranske, Kris Fichtner, David Apple, City Manager Jim Witt, Councilmember Jayne Peters, Councilmember Marvin Franklin, Mindi Hurley, and Scarlett Hovland. Call to Order 1. ? Bill Rohloff called the meeting to order at 6:00 p.m. ? Bill welcomed the new City Council liaisons, Marvin Franklin and Jayne Peters. Approval of Minutes 2. It was noted that the May 17 minutes be amended to show that Jason Crawford was not in attendance. It was moved by Gary Roden and seconded by Kris Fichtner that the minutes of the May 17, 2006 meeting be approved as amended. The motion passed unanimously. EXECUTIVE SESSION Convene Executive Session (Closed to the Public) 3. A. Section 551.072, Texas Government Code – Deliberation regarding Real Property. 1. Discussion regarding the sale of city property south of Bethel Road from Park Road to Freeport Parkway. Bill Rohloff convened into Executive Session at 6:10 p.m. as under the above-stated article and discussed Item 1. Rohloff recessed the Executive Session at 6:45 p.m. and opened the Regular Session REGULAR SESSION (Opened to the Public) 4. Discussion of Incentive Policy ? Mindi presented the proposed following changes to the incentive policy in regards to the tax abatement application. ? Taxable value be separated between office and industrial development. ? An investment of at least $7.0 million in taxable assets for industrial uses and $5.5 million for office uses. ? The City may consider tax abatement for an investment less than $7.0 million for industrial uses and $5.5 million for office uses in taxable assets based upon City evaluation of economic development factors. ? Value per Sq. Ft. ? An investment of at least $50 per square foot with a total minimum of $7.0 million in taxable assets. (The acquisition cost of the real estate land is not included in computing the amount of taxable assets. ? The City may consider tax abatement for an investment less than $50 per square foot with a total minimum of $7.0 million in taxable assets based upon City evaluation of economic development factors. ? The City may consider tax abatement for an investment less than $7.0 million in taxable assets based upon City evaluation of economic development factors. ? Applications must be filed with the Office of Economic Development no later than 60 days from the time a project receives approval from the Coppell Planning and Zoning Committee. No project currently under construction or completed will receive consideration for any type of incentive. ? Mindi reviewed current inventory at proposed amendments. ? Retail incentives were discussed. It was suggested that a retail developer address the pros and cons of retail incentives. Mindi will invite such a person to address the committee in early fall of this year. ? Mindi asked that the committee reviews the proposed amendments and sends via email any changes to be considered at the August meeting. General Discussion and Update on Commercial and Industrial Projects 5. ? St. Joseph Village Phase I has been completed with the dedication of the Chapel. ? Site plan has gone before P&Z for construction of office/warehouse building on property located at the northwest corner of Freeport Parkway and Gateway. ? Staff will review plans for the Lesley Tract consisting of industrial, office, retail and hotel development. ? The petitions for Beer & Wine have been completed and are in the process of being certified by the City Secretary. ? A potential development is considering the location at NE Sandy Lake Rd. & MacArthur Blvd. ? Developer Myers & Crow is working on a lease for the 604,800-sq. ft. Sandy Lake Distribution Center. ? The Economic Development Meeting for July is cancelled. The next meeting will be August 2, 2006. With no further business to discuss, it was moved by Jason Crawford and seconded by Gary Roden that the meeting adjourn.
