A RESOLUTION OF THE CITY OF COPPELL, TEXAS
RESOLUTION NO. 081187.2
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COPPELL, TEXAS,
SUPPORTING AND ENDORSING THE LOCAL EMERGENCY PLANNING COMMITTEE AND
ENDORSING THE APPOINTMENT OF DR. THOMAS J. MORTON.
WHEREAS, the City Council of Coppell, Texas, promotes the planning for
emergency management of hazardous materials and seeks to reduce the
incidents of deaths, injuries, and property losses from hazardous
materials emergencies; and
WHEREAS, the City Council of Coppell, Texas recognizes that hazardous
material spills and releases are increasingly commonplace. Thousands of
new chemicals are developed each year and citizens and officials are
concerned about accidents such as highway incidents, warehouse fires,
train derailments and industrial accidents happening in our community;
and
WHEREAS, Title III of the Superfund Amendment of 1986 establishes the
requirements for federal, state, and local government and industry
regarding emergency planning and "community right to know" reporting on
hazardous and toxic chemicals. This legislation builds upon the EPA's
Chemical Emergency Preparedness Program and numerous state and local
programs aimed at helping communities to better meet their
responsibilities in regard to potential chemical emergencies; and
WHEREAS, the Governor has designated each county as a district and the
County Judge as the Local Emergency Planning Committee Chairman for
Dallas County. This committee shall consist of 32 members which shall
represent many of the aspects of citizenry of the County. Medical
personnel, chemists, fire, police, councilpersons, etc., shall form the
membership of this planning group. These appointees must be confirmed
by the Governor by August 17, 1987; and
WHEREAS, a Local Emergency Planning Committee shall be appointed to
establish rules, procedures, and develop an emergency response plan by
October 17, 1988;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
COPPELL, TEXAS:
SECTION 1.
That all individuals, organizations and associations are urged to
support and endorse the processes and responsibilities of the Local
Emergency Planning District;
SECTION 2.
That this elected body recommends the appointment of Dr. Thomas J.
Morton, Councilman, of the City of Coppell, Texas, to the Local
Emergency Planning Committee.
