RE 07-07-87.1 RESOLUTION OF THE CITY OF COPPELL, TEXAS RESOLUTION NO. 070787.1 WHEREAS, because of general economic conditions coupled with Federal cutbacks, the City of Coppell, along with all other municipalities, finds itself struggling to meet its service needs to the community without imposing drastic tax increases; and WHEREAS, in an attempt to maintain and increase services to various departments within the City, it is the desire of the City Council to provide a means which will permit the citizens of the City to make donations to specific departments for specific designated programs. NOW, THEREFORE, be it resolved by the City Council of the City of Coppell, Texas: SECTION NO. 1 The City Council directs the Finance Department to set up a special fund into which donations to the City will be deposited. Through such fund an accurate record will be maintained to show the donor, the amount of the donation and any special use for the donation as directed by the donor. SECTION NO. 2 At the end of each calendar year the City will provide each donor with a STATEMENT OF CONTRIBUTION which will serve as evidence of such contribution for tax purposes. SECTION NO. 3 The City Council further directs that the Finance Department establish a procedure which will permit prospective donors to make a voluntary contribution of $2.00 in connection with the payment of their water bill. The procedure shall provide the donor with an opportunity to designate on the water bill how such contribution is to be used, to-wit for: LIBRARY DEPARTMENT: general library use with emphasis on capital improvements and the purchase of books, records, cassettes, video cassettes, additional furnishes and automation of library operations, etc. PARK DEPARTMENT: capital improvements with emphasis on upkeep of parks, ball field, tennis courts, playgrounds and equipment, etc. FIRE DEPARTMENT: general support of Fire Department with emphasis on the paramedic program with supplemental supplies, specialized equipment and continued education and training, etc. SECTION NO. 4 The City Council hereby authorizes expenditures from this fund through the annual budgetary procedure, provided, however, such funds shall be expended in accordance with the directions of the donor. SECTION NO. 5 Any other donation to the City including living gifts, or gifts by will shall be administered through such fund and pursuant to the directions of the donor. SECTION NO. 6 This resolution shall take effect immediately from and after its passage as the law in such cases provides.
