RUNOFF ELECTION OF MUNICIPAL OFFICERS
Coppell, Texas
May 2, 1987
ELECTION ORDER
WHEREAS, at the election held in the City of Coppell, Texas, on April 4, 1987,
no candidate received a majority of all votes cast for all candidates for the office of
Councilmember Place 4, making it necessary to hold a runoff election for such office, and;
WHEREAS, it appearing that Bill Smotherman and Bruce Dyer were the two
candidates receiving the highest number of votes for the office of Councilmember Place
4, NOW, THEREFORE,
IT IS ORDERED that said runoff election be held in the City of Coppell, Texas,
on the 2nd day of May, 1987.
Candidates Bill Smotherman and Bruce Dyer shah be entitled to have their
names printed on the ballot for the office of Councilmember Place 4, and no other
names shall be permitted on the ballot for such office and no write-in votes shall be
permitted. The candidate who receives the highest number of votes for the office shall
be elected to such office for a term of two years.
The polling place for said election shall be the Pinkerton Elementary School, 26{}
Southwestern Blvd., Coppen, Texas.
The polls shall be open from 7:00 o'clock a.m. to 7:00 o'clock p.m.
None but legally qualified voters of the City shall be entitled to vote at said
election.
Notice of said election shall be published once in the official newspaper of the
City not later than April 22, 19871 and shall be posted on the Bulletin Board used to

publish notice of City Council Meetings not later than Apri! 17, 1987.2 Any one of
the foregoing notices may be considered as the notice required by Section 4.003 Texas
Election Code. A copy of the published notice that contains the name of the newspaper
and the date of publication shah be retained as a record of such notice and the person
posting the notice shall make a record at the time of posting stating the date and place
of postingo3
The same Presiding Election Judge and Alternate Presiding Election Judge
appointed to serve at the elect}on held on April 4, 1987, shall serve as the election
officials to conduct this runoff election. The alternate presiding judge shall serve as
presiding judge if the regularly appointed presiding judge cannot serve4 and where the
election is conducted by the regularly appointed presiding judge, the presiding judge
shall appoint the alternate presiding judge as one of the clerks.5
The Presiding Judge for said polling place shall appoint two Election Clerks
and as many additional Clerks as are necessary for the proper conduct of the election.
Provided, however, ~(~ shah be the maximum number of Clerks which may
be appointed to serve at said polling place.6 All Judges and Clerks shall be qualified
voters in the City.7
The Presiding Election Judge shall also serve as the presiding judge of the
Absentee Ballot Board heretofore created. The other election officers appointed by
the presiding judge to serve at said election shall serve as the other members of the
Absentee Ballot Board.8
Absentee voting for the above designated election shall be held at the regular
office of the City Secretary at the City Ha]] Building, Coppell, Texas, and said place
of absentee voting shall remain open on each day of absentee voting which is not a

Saturday, Sunday or a legal State holiday. The date of said election does not permit
the full period for absentee voting, therefore, absentee voting shah begin on the earliest
date practicable after the calling of this runoff election and the ballots become
available.9 Said place of absentee voting shall remain open on the weekdays of the
absentee voting period and during the hours that the City Secretary's office is regularly
open for business. The City Secretary shall be the absentee voting clerk for said
election.10 The City Secretary may by written order appoint one or more of the City
Secretary's permanent deputies as deputy absentee voting clerks.11
After holding said election, the presiding election judge shall promptly deliver
the origina! of the election returns in person to the Mayor or if the Mayor is unavailable,
to the City Secretary.12 The returns sha!] be delivered to the City Council before
the time set for convening the local canvass for the purpos of canvassing said election.13
The canvass of said election returns shall be conducted by the City Council of the City
of CoppeI1 not earlier than the 2nd day nor later than the 6th day after the election.14
After ho!ding said election, the presiding election judge shall promptly deliver
the original of the election returns in person to the Mayor or if the Mayor is unavailable,
to the City Secretary.15 The returns shall be de!ivered to the City Counci! before
the time set for convening the ]oca! canvass for the purpose of canvassing said election.16
The canvass of said election returns shall be conducted by the City Counci! of the City
of Coppell not ear!ier than the 2nd day nor later than the 6th day after the election.17
The Presiding Election Judge shall be paid the sum of $5.00 per hour, plus an
additional sum of $25.00 for his services in delivering the returns of the election. The

Alternate Presiding Election Judge shah be paid the sum of $5.00 per hour and each
Election Clerk shall be paid the sum of $5.00 per hour for their services in holding
the election. Such payments shall not exceed the maximum amounts set out in the
Texas Election code, to-wit: $5.00 per hour for each election official,18 p!us an
additional amount paid to the Presiding Judge for de!ivering the returns, not to exceed
$25.00.19
