RESOLUTION NO. 032586
A RESOLUTION OF THE CITY OF COPPELL, TEXAS, CALLING A PUBLIC HEARING
WITHIN THE CORPORATE LIMITS OF THE CITY ON THE QUESTION OF ESTABLISHING
TELEPHONE NO. 911 AS THE PRIMARY EMERGENCY TELEPHONE NUMBER FOR THE
CITY OF COPPELL, TEXAS; AND PROVIDING AN EFFECTIVE DATE.
WHEREAS, the City Council has considered and reviewed the prospect of
establishing telephone number 911 as the primary emergency telephone number for the
City of Coppell, Texas, and
WHEREAS, numerous other cities within Dallas County have or are in the process
of taking similar action in order to develop and improve emergency communication
procedures and facilities, and
WHEREAS, due to the extended lead time required to plan and implement such
emergency telephone service, there is a need to notify the telephone company of the
City's intention to participate in this system and to notify the citizens of the City of
the potential cost and that, therefore, a public hearing should be held to submit input
from the public and consider a resolution to authorize implementation of the plan.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF COPPELL, TEXAS:
Section !
That a public hearing be held on the 22nd day of April, 1986 for
the purpose of obtaining input from the public and to consider'a~resolution authorizing
the implementation of the E-911 emergency telephone service within the corporate limits
of the City. That the City Manager is hereby authorized to develop a fair and equitable
service charge for all 911 service that will approximate an eighty-five cent (85a) per
month fee for residential 911 service and that the City Manager will bring forth at
said public hearing for Council approval, the necessary final contracts for implementation
of the plan.
Section 2
Notice is hereby given to the citizens of the City that the City Council anticipates
that the final contracts for implementation of such emergency telephone service will
establish a collection fee of approximately eighty-five cents (85a) per month that will
be added to each telephone bill and will authorize General Telephone Company to act as
a collection agency for the City, retaining a two percent (2%) administrative fee for
the collection of such fund prior to transferring the assessed amount to the City of
Coppell for use by the City in paying the cost of such enhanced 911 system. That
after thirty-six (36) months, a reduction in the fee would be considered by the City
Council so that future costs would cover only actual expenses necessary for the City
to provide such service.
Section 3
All citizens of the City and the persons having interest
in this matter are encouraged to appear at said public hearing
and provide input and direction ~o the City Council in
implementing this emergency telephone service.
Section 4
Notice is hereby given that the City Council in considering
this matter over the past several months has determined that
the universal emergency phone number has become a viable option
for the residents of the City of Coppetl. That most communities
within Dallas County are implementing such a system and that
the advantages of and the life saving benefits from such a system
make it imperative that the City of Coppell give careful
consideration to such a system. That not having such system
will, in the Council's opinion, have a detrimental effect on
the emergency services within the City.
City Council encourages citizen response not only at the
public hearing but by letters addressed to the Coppell City
Council, P.O. Box 478, Coppell, Texas 75019.
Section 5
That the City Secretary be directed to publish this
resolution in the official newspaper of the City at least ten
(10) days prior to the public hearing and distribute copies
of this Resolution to all persons requesting the same and to
post a copy of the Resolution on the official bulletin board
of the City at least ten (10) days prior to said public hearing.
