A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
COPPELL, TEXAS, MAKING FINDINGS AS TO AND
DESIGNATING PORTIONS OF THE CITY OF COPPELL AS
ECONOMICALLY DEPRESSED AREAS FOR PURPOSES OF
THE DEVELOPMENT CORPORATION ACT OF 1979;
DESCRIBING THE CITY'S OVERALL REDEVELOPMENT
OBJECTIVES; REQUESTING THE TEXAS ECONOMIC
DEVELOPMENT COMMISSION TO APPROVE COMMERCIAL
PROJECTS WITHIN SUCH ECONOMICALLY DEPRESSED
AREAS; DESCRIBING THE TYPE OF PROJECTS FOR
COMMERCIAL USES DESIRED AND A[JTHORIZED BY THE
CITY OF COPPELL; AND REPRESENTING THAT THE CITY
COUNCIL WILL REVIEW ALL PROJECT DESCRIPTIONS
WHEREAS, the City Cotmcil of the City of Coppell (the "City") gave due and
proper notice of a public hearing pursuant to the Development Corporation Art of
1979, Article 5190.6, Veraon's Annotated Texas Civil Statutes, as amended (the
"Art"), and the regulations (the "Regulations") promulgated by the Texas Economic
Development Commission theretmder (Chapter 107, Title t0, Texas Administrative
Code, as amended) to be held on this date for the purpose of establishing certain
areas of the City as economically depressed areas (the "Economically Depressed
Areas") under and for the purposes of the Act and the Regulations; and
WHEREAS, the City Conneil has found that notice was properly posted and
published as required by the Art and the Regulations, that the public hearing was
held on November 22, 1983 in accordance with law, that the public was given the
opportunity to be and was heard on the proposal submitted and that the City Cotmcil
has given due and proper regard to the testimony presented; and
WHEREAS, the City Council has found that areas of the City which are
located to the north of the Dallas-Fort Worth Regional Airport, directly under the
flight paths of incoming and outgoing iets, are unsuitable for residential
development thereby creating an overabundance of non-residential property and
making it difficult for the City to promote development in such areas; and
WHEREAS, the City Conneil has determined and hereby finds that the
following economically depressed conditions exist within the areas described in
Exhibit A attaebed hereto, designated in this l~esolution as Economically Depressed
Areas within the City of Coppell, to-wit: Economically Depressed Area i contains
the presence of a substantial uumber of substandard, slum, deteriorated ur
deteriorating structures and contains high relative rates of unemployment;
Eeonomieully Depressed Area II primarily suffers from a high relative rate of
unemployment; and
WHEREAS, the City Council, at'ter tile conduct o1~ the said public hearing,
finds and determines tbat the existence oI' such conditions stated above in the
Eeunomieally Depressed Areas substa~ltially impair or arrest the sound §~owth of the
City o[' Coppell, or eonstitute an economic or soeial liability and are a menace to
the public health, safety oc welfare ill their present condition and use;
WHEP~EAS, the City presently has no speeifie plmis loc public improvements
iu the Economically Depressed Areas;
WHEREAS, the City Council tlas hwtber found ~md determined that the City
of Coppell's eem~omic base depends in substantial pact on ma~ufaeturiug ,mad
indastrial aetivities, distrib~tion of produets ia iutrastate and interstate eommeree,
as well as various commercial activities, and that by virtue of the eunditions ceeited
the City uf Coppell is experiencing a need ~or an increased tax base, inereased
commercial activities ~md a need for jobs of a character suitable l'or its ~memployed
population in order that tile present and prospective rigbt to gainful employment and
the general welfare o~' the people ot' the City might be realized, ~ld that the
provisions of the Aet and Regnlations will assist the City of CoppeIl in achieving
these objectives in the Eeounmieally Depressed Areas, and that the availability of
financing of projects for commercial uses luider the Act ~uld the R~eglllations will
contribute significantly to the alleviation of the eeunomieally depressed conditions
found to exist in the said Eeonomieally Depressed Areas established hereby.
NOW, THEREFORE, BE IT P~ESOLVED BY THE CITY COUNCIL OF THE
CITY OF COPPELL:
Seetiun 1. That tile declarations, determinations a~ld l'iudings recited and
declared in the preambles to this Resolution are hereby restated, repeated and
ineorporated herein as the current, proper a~d lawful deelarations, determinations
m~d findings of tile City Cotmeil.
Section 2. That the areas within the botmdaries of the City of Coppell,
conforming to the deseriptiou a~ld the map o~ the City attached hereto as Exhibit A
are hereby designated as tm Eeonomieally Depressed Areas under and t'or the
purposes o[' the Act mid the R.e§~llations.
Section 3. That the City Council requests the Texas Economic Development
Commission to approve commercial projects loc fiua~lciug trader the Act a~d the
Re§~lations within said Eeouomieally Depressed Areas of the following types, to-wit:
(a) offices and uffiee eumplexes;
(b) eommereial t'aeilities;
(e) eonvention mid related t'aeilities;
(d) hoteL/motel ~md related l~aei[ities;
(e) other commercial activities contributing to revitalization of
and providing' serviees to residents located within and adjacent to
Economically Depressed Areas 'that will result in the improvement of the
economically depressed conditions existing therein by adding additional
employment and jobs thereto or by expmnding the tax base thereof.
Section 4. That the City Council represents that it will review ail project
descriptions for approval of specific projects for commercial uses in order to
determine whether such projects are consistent with the City's objectives for
redevelopment and rehabilitation of the Economically Depressed Areas designated
herein.
Section 5. That this Resolution shall t'~ke effect immediately from and after
its adoption.
