RE 06-14-83 RESOLUTION NO. 061483
Be it remembered that on this the 14th day of June, 1983, at a
regular City Council meeting of the City of Coppell, Texas, on a motion
made by Councilman Ware, and seconded by
Councilman White , the following resolution was adopted:
WHEREAS, Beltline, Denton Tap, and Sandy Lake Roads are all roads
that must be given attention for maintenance and/or repair in the near
future; and
WHEREAS, in order that a reasonable job in planning and improvements
be made, that funds will have to come from several sources over several
years and will possibly include City, County, State, and private developers;
now, therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF COPPELL, TEXAS:
Section 1. That the City of Coppell requests Dallas County to
make improvements to certain roads within the corporate limits of the City
of Coppell.
Section 2. That although the detailed specifications, funding,
and financing will be developed at a later date, the general outline of
a letter dated April 29, 1983 and addressed to the Honorable Andy Brown,
and attached as "Exhibit A", are hereby agreed upon.

Dear Mayor,
As we discussed at lunch last Tuesday, Belt Line, Denton Tap, and
Sandy Lake are all roads that must be given attention in the near
future. In order to do a reasonable job in planning and improvements,
funds will have to come from several sources over several years.
Hopefully such sources will include the City, County, State, and pri-
vate developers.
As a start, we agreed to the following:
Sandy Lake
The county staff will design a plan for temporary repair on Sandy Lake
from Denton Tap to Allen Road. The plan will be based on County Road
and Bridge District #1 performing all base work and contracting for
asphalt overlay with the county contractor. Funding for materials and
contracts will not exceed $100,000 and the county and city will split
the cost on a 50%-50% basis. This amount of funding will allow for
patching out and leveling the most detorlated sections and overlaying
on those sections only. It will not do a complete overlay of the
entire section.
The City will make Sandy Lake a priority for future Dallas County bond
funding.
Denton Tap
Since Denton Tap is an eligible road for 1977 bond funds, I will
investigate the possibility of unattached funds for this road and work
up a plan of action within the scope of ~ossible Funds available.
Belt Line
Belt Line from SH 114 to IR 635 will be designated by the County as a
qualified road for State part{clpation with Federal Urban Systems
funding. Belt Line from IH 635 to the Belt Line - Denton Tap connec-
tion will be a candidate for a future bond program. Belt Line from
MacArthur (Allen) Road to IH 35 will be a candidate for a future bond
election.

The City will build or cause to be built a permanent extentlon of
MacArthur Blvd. to connect Belt Line and Sandy Lake Roads.
The intersections of Belt Line and Sandy Lake and Belt Line/Denton
rap/ Coppell Road will be upgraded with the county furnishing labor
and equipment and the city furnishing materials, rights of way, and
c~tr~cts. The county will des{Kn intersections and provide cost
estimates.
Thc work proposed by County Road and Bridge personnel and equipment will
nave to be approved by Commissioners' Court. However, I anticipate no
problems securing such approval, The proposed bond projects will be sub-
ject to future bond program or bonds programs, the program limits, and
priorities as determined by the Public Works Department and the
Commissioners' Court.
If you agree with all of these things, I will appreciate a resolution
from the Coppell City Council requesting my assistance as outlined.
As you know, the county works within a city only on county designated
thoughfares and at the cities request.
If you have add{tlonal ideas of how we can expedite funding or work
for the upgrading of these roads, I would appreciate you sharing them
with me.
I also suggest we meet regularly with interested parties and staff to
insure our plans remain viable and progress is made.
