RE 04-13-70 RESOLUTION OF THE CITY OF COPPELL, T~AS
RESOLUTION NO. 041370
WHEREAS, the Texas ltighway Department held a public hear-
ina on the 15th day of April, 1970, at the Grated Prairie Com-
munity Center, for the purpose of discussing the improvement and
construction of the l~est Section of State Highway Loop 9 from
the proposed location of Interstate Highway 20 near the County
line, North to near Denton Tap Road and Sandy Lake Road and,
WHEREAS, the City of Coppell, Texas, was invited to
attend said public hearing and make its recommendation in re-
gard to the location of said portion of State Highway Loop 9
and,
WHEREAS, Mayor W. T. Cozby from the City of Coppell, Texas,
did attend said meeting and present to the same the recommendation
of the City Council and,
WHEREAS, the City Council of Coppell, Texas, now desires
to reduce said recommendation to a written resolution.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF COPPELL~ TEXAS:
SECTION 1. That the City Council of the City of Coppell,
Texas recommends that the West Section of State Highway Loop 9
follow Route B as shown on the plat attached hereto until said
proposed Route B intersects with State HighFay 635, whereupon
the Route should be diverted easterly along State Highway 635
to intersect with and continue South along Route A as shown on
the attached plat.
SECTION 2. That in the aIternative the City Council o£
the City of Coppell would recommend that said proposed Outer
Loop ~ollow said Route B, as shown on the attached plat, until
said proposed Route B intersects with State Highway 114 where-
upon the Route should be diverted in an easterly direction along
State Highway ll4 to its intersection with and continue along
Route A as shown on the attached plat.
SECTION 3. The City Council of the City of Coppe]l notes
that its ~bovo mentioned recommendatJon is the same as that re-
commended by the City of Irving, Texas.
SECTION 4. The City Council of the City of Coppell, Texas
list the following as the basic factors and reasons supporting
their above mentioned recommendation:
A. Approximately two years ago the City of Coppell
adopted a Comprehensive Zoning Ordinance and throughfare plan
under which the area West of the recommended location was zoned
industrial because of its proximity to the airport. The area
East of the location proposed by the City Council is zoned re-
sidential and it is felt that the Outer Loop at this location
~ill provide a proper transition between the industrial area
and the residential area.
B. The above location as recommended by the City
Council provides a better adaptation to the City's over-all
throughfare plan heretofore adopted.
C. The City Council objects to the routing of
the Outer Loop along Belt Line and Denton Tap Roads, Route A
on the attached plat, because this would split the City's re-
sidential area, locating the City's schools on the West side of
the Outer Loop and the larger residential area on the East side
of the Outer Loop.
D. The City Council also objects to the routing of
the Outer Loop along the proposed Route A as shown on the attached
plat and favors the above mentioned recommendation because if
Route A were used it would place the City schools on one side
of the Outer Loop and the City's recreational areas at North
Lake on the other side of the Outer Loop.
