The City Council of the City of Coppell met tn a special called session
on Tuesday, Hatch 7, 1989, st 7:30 p.u. in the Council Chambers of the
Tonn Center, 255 Parkway Boulevard, Coppell, Texas. The following
mauharswere present:
Lou Duggan, Mayor, Late arrival)
Dean Wilkeroon, Mayor PrO Tem

Councilman Mark Wolfe was absent from the the martins, Also preeent
were Deputy City 1/anaser/F/nance Director Frank Trends, City Attorney
Larry Jack,on, and City Secretary Dorothy
Hayer Pro Ten Wilkerson called the neetinS to order and everyone was
asked to stand ~hile Councilman Petti~ohu save the invocation.
iollo~ing the invocation Hayer Pro Ten ~ilkereon then led those present
in the Pledge of Allegiance,
Hayer Duggan arrived at this tine.
Item ~: Hayor's Report
A. Nayor Duggan stated that he received a letter from TI/RS
requesting the City to review Senate Bill 635. A letter had
been prepared for the Nayor'e signature concerning the CityV8
response on Senate Bill 635 which deals ~r~th retirements and
pensions. Haysr Dugsan requested Council consensus of
approving the letter prior to his eign~nS it. It was the
consensus of the Council that each Co==ittee member to wlc[ch
this bill was referred also be sent a copy of this letter.
B. Councilman Nelson. stated that he had received infor~ation
concerninS a possible rets freeze for the next five-(5) years
which is proposed by Southwestern Bell Telephone Company.
Information he had received ~ndicated the future rates may
possibly need to b~ decreased; therefore, before Council
supports any request for the rate freeze:~ that it be checked
into carefully.
Item 4: City Council Liaison% Report
A. DART - Councilman Norton stated a masting will be held on
Retch 8, 1989, at 7:00 p.m. for the Northwest Sector 2
Transportacional Fo~. Additionally, the Legislative
Co, tree of DART net and went over current legislation. City
~lde re-cyclinS programs were also discussed durin$ this
martinS.
B. FINANCE ~ONNITTEE - Councilut~ SnoChernon indicated there vas
no report to issue at this t4--.

C. LIBRARY BOARD - Councilmen Wilkerson indicated, due to the
Library martins bei ~h~d ~he sane dace and time as the City
Council meatinK, there was no report to forward at this tine.
D. N~D ABSORPTION - Councilman Smochermon indicated there was no
report at this time.
NCTCO~ - Counciinan Cowman indicated there was no report at
this t/ne.
F. PARK BOARD - CouncilRan PettiJohn stated that the Park Board
had met the previous nisht and were narrovins choices for
recounendaCion of a Consultant. Mayor Pro Tam l/ilkerson
volunteered, due to work load of the etafff, to draft a letter
from the City to SBa concarnin~ the proposed concession stand
project and the park site.
SCHOOL BOARD - Councilman Nelson reminded the Council of the
Joint City Council/School Board martins which w~ll be held on
Nonday, March 13, 1989, aC 6:30 p.m., for a lisht supper, and
7:30 p.m. for a Joint martin8.
H. DCAD - Couuci~man Nelson indicated there was no report at this
tine.
