B//~gards, GAC/hc APR ~ ? 1989 CI/- Y-MANAGER Mr. Alan Rat!iff, City Manager City of Coppell BOX 478 Coppell, Texas PETITION Recent newspaper accounts stated that the Federal Government required the construction of a la~ge concrete flood drainage conduit paralleling Bethel Road before they would fund the U.S. Bulk Mail Distribution Cente~. The drainage area served by this Conduit- and the bag ditches along W. Bethel - includes not only the run-off from the post- al facility, but also, the new RoYal LaneExtension, the streets in the James Brown Industrial area, and also, much of the en- tire slope East of Hwy. ~635 and Bethel. This ~onduit, when completed, wilt empty into a large drain- age ditch which is located east of Freeport Parkway (S.side) and parallels W. Bethel for a couple of blocks, then turns north and goes beneath Bethel (concrete culvert), then mean- ders for several hundred feet and'then crosses Coppell Road (culvert) near the old Fire StatiOn. Troy Glidewell, Fire M~rshall, remembers on one occasion that the ditch over- flowed Coppell Road several feet and swept an automobile down- stream. Many homes on Loch Lane had their back yards (along this ditch) flooded. We, the undersigned, request the City of Coppell to have the City Engineers determine the need iforlarger culverts or bridges on both W. Bethel and Coppell Roads to handle future flooding conditions. When the current "over built commercial real estate market runs its course--whether 5 years or 25 yesrs-- future flood conditions for property owners in this area can only aet worse. I~ 18.' Box 478 Coppell, Texas 75019 REt Heartz Road half section Dear Mr. Ratliff: The purpose of this letter is to summarize the agreement, between ABQ and the city of Coppell, regarding the acquisition of right-of-way and proposed construction of Heartz Road adjacent to the Perkins tract. ABQ Development Corporation agrees to cause the construction of Heartz Road with full roadway section width, as shown on the approved plans, adjacent to and along the length of the Perkins tract. This will be done if the City of Coppell acquires the needed right-of-way for construction of the full roadway width along the Perkins tract. Also, the City will allow a pro-rata be placed on the Perkins tract for the cost of the improvements and the pro- rata will be in effect for a period of no less than 15 years, If you remember this agreement in a different way, or should you have any questions, please let me know.
