CM 1987-11-03 Minutes of November 3, 1987 The City Council of the City of Coppell met in special called session on Tuesday, November 3, 1987 at 7:30 p.m. in the Council Chambers of the Coppell Town Center. The following members were present: Lou Duggan, Mayor Dan Stanton, Mayor Pro Tem Dean Wilkerson, Councilman Walter Pettijohn, Councilman Tom Morton, Councilman Bill Smothermon, Councilman Jim Cowman, Councilman Mark Wolfe, Councilman Also present were City Manager Alan D. Ratliff, City Secretary Dorothy Timmons, and City Attorney Larry Jackson. Mayor Duggan called the meeting to order and everyone was asked to stand while Councilman Wilkerson gave the invocation. Following the invocation, Mayor Duggan led those present in the pledge of allegiance. MAYOR'S REPORT Item 1: Mayor's Report A. The Coppell Business Association has asked the Mayor to remind the Council and citizens of the "Shop Coppell First" campaign and the upcoming auction to be held during the open house in December. Council members are being asked to donate items for this auction. B. Mayor Duggan requested that the City Manager have staff check into the possibility of making Rolling Hills from Rocky Branch to Bethel School Road a one-way street from December 1st through Christmas. This would be a temporary situation that the Mayor feels is necessary due to the heavy traffic in this area to view the holiday decorations on this street. C. Planning and Zoning Chairman Ray Smedul and Library Board Chairman Troy Williams were commended for their service of eight and ten years respectively to their boards. Neither have sought reappointment at this time. D. City Manager Alan D. Ratliff then issued a "citation" to Council member Tom Morton in honor of his 50th birthday celebration held on October 29, 1987. Marsha Tunnell - 2 year term Mayor Duggan recognized those applicants present to be sworn in to the various Boards and Commissions and gave a synopsis of the City's expectation of the Boards and Commission. He then swore in the following members: A. Board of Adjustments - Ellen Fugett, Charles Lambert, Bill Hays, and Carl Thompson. Applicant Lanny Mayo was not present. B. Economic and Business Development Board - Don Hodges, Lee Richardson, and Angslo J. Vaccaro. Ail new Board applicants were present. C. Library Board - Laurie S. Bailey amd Jim Shannon. Applicants John Hill and Edward W. Sircy were not present. D. Park Board - John A. Nelson, Ron Robertson, Larry M. Wheeler, and Charlene Winegarner. Applicant Glen E. Nichols has moved. Applicants will be considered for appointment to this Board at the next City Council meeting. E. Planning and Zoning Cou~ission - Robert E. Green, Jr., William B. Johnson, David M. Thomas, and Marsha Tunnell. Ail new Commission applicants were present. Those applicants who were not able to be present will be contacted and will be sworn in at the next City Council meeting. PUBLIC HEARINGS Item 3: To consider the North Annexation described as 190 acres - Tract 1. Mayor Duggan declared the public hearing open and asked for those persons present who wished to speak for the proposed annexation. There were none. He then asked for those persons present who wished to speak against the proposed annexation. There were none. Mr. John Bailey was recognized and requested information on the location of all eight tracts being considered for annexation. No objections to this proposed annexation have been received by the City Secretary's office. The public hearing was then declared closed. Mayor Duggan declared the public hearing open and asked for those persons present who wished to speak for the proposed annexation. There were none. He then asked for those persons present who wished to speak against the proposed annexation. There were none. No objections to this proposed annexation have been received by the City Secretary's office. The public hearing was then declared closed. Item 5: To consider the North Annexation dsscribed as 39.427 acres - Tract 3. Mayor Duggan declarsd the public hearing open and asked for those persons present who wished to speak for the propossd annsxation. There were none. No objections to this proposed annexation have been received by the City Secretary's office. The public hearing was then declared closed. Item 6: To consider the North Annexation described as 3.4 acres - Tract 4. Mayor Duggan declared the public hearing open and asked for those persons present who wished to speak for the proposed annexation. There were none. He then asked for those persons present who wished to speak against the proposed annexation. There were none. No objections to this proposed annexation have been received by the City Secretary's office. The public hearing was then declared closed. Item 7: To consider the North Annexation described as 195 acres - Tract 5. Mayor Duggan declared the public hearing open and asked for those persons present who wished to speak for the proposed annexation. There were none. He then asked for those persons present who wished to speak against the proposed annexation. There were none. No objections to this proposed annexation have been received by the City Secretary's office. The public hearing was then declared closed. Item 8: To consider the North Annexation described as 4.4 acres - Tract 6. Mayor Duggan declared the public hearing open and asked for those persons present who wished to speak for the proposed annexation. There were none. He then asked for those persons present who wished to speak against the proposed annexation. There were none. No objections to this proposed annexation have been received by the City Secretary's office. The public hearing was then declared closed. Item 9: To consider the North Annexation described as 8.4 acres - Tract 7. Mayor Duggan declared the public hearing open and asked for those persons present who wished to speak for the proposed annexation. There were none. He then asked for those persons present who wished to speak against the proposed annexation. There were none. No objections to this proposed annexation have been received by the City Secretary's office. The public hearing was then declared closed. Item 10: To consider the North Annexation described as 145 acres - Tract 8. Mayor Duggan declared the public hearing open and asked for those persons present who wished to speak for the proposed annexation. There were none. No objections to this proposed annexation have been received by the City Secretary's office. The public hearing was then declared closed. CONTRACTS Item 11: Discussion, consideration and approval of a Grant Contract with Texas Traffic Safety Section for selective traffic enforcement program and authorizing the City Manager to execute the contract. Following discussion on this item, Councilman Morton moved that the contract be approved and the City Manager authorized to sign the contract; Councilman Smothermon seconded and motion carried unanimously with Mayor Pro Tem Stanton, and Councilmen Wilkerson, PettiJohn, Morton, Smothermon, Cowman, and Wolfe voting in favor of the motion. EXECUTIVE SESSION (Closed to the Public) Item 12: Article 6252-17, Section 2 (e) discussion with City Attorney. A. Lawsuits B. Beltline east-west Mayor Duggan then declared the meeting closed on November 3, 1987 at 8:03 p.m. for an executive session as allowed under the above recited article. Mayor Duggan adjourned the executive session on November 3, 1987 at 8:38 p.m. The meeting was then declared open to the public.
