CM 1988-01-05 Minutes of January 5, 1988 The City Council of the City of Coppell met in a special called session on Tuesday, January 5, 1988 at 7:30 p.m. in the Coppsll Town Center. The following members were present: Lou Duggan , Mayor Dan Stanton, Mayor Pro Tem Dean Wilkerson, Councilman Walter PettiJohn, Councilman Tom Morton, Councilman Jim Cowman, Councilman Mark Wolfe, Councilman Councilman Bill Smothermon was not present. Also present were City Manager Alan D. Ratliff, City Secretary Dorothy Timmons, and' City Attorney Larry Jackson. The meeting was called to order by Mayor Duggan. Item 1: Consultation with City Attorney concerning privileged matter between client and Attorney. Mayor Duggan indicated that this item has been placed on the agenda in order for the Council to confer with the City AttOrney should the need be present. WORK SESSION Item 2: Review of City development process and proposed changes. A work session on a review of the city development process and proposed changes was then held. City Manager Alan D. Ratliff and Planning Coordinator Taryon Bo~an made this presentation. Current procedures take one-hundred and twenty-four days to complete the platting process. Proposed procedures would take one-hundred and five days. Zoning procedures are set by law and cannot be altered. Discussion was held concerning developing a "small tract" process. Following discussion on this item, it was the consensus of the Council for the staff to review the possibility of developing a small tract process of some type in order that these developments could be completed before the one-hundred and twenty-four day time period. It was also the request of Council that all developments brought forward be reviewed for roll back and/or current taxes. However, non payment of these taxes would not be a condition of approval for the plat. Item 3: Review of intersections of Coppell's major thoroughfares with 121 Expressway. City Engineer Wayne Ginn and John Karlsruher made the presentation to the Council on this work session item. Following the presentation it was the consensus of the Council indicate approval of the Highway 121 alignment with as much distance as possible between the on ramps and off ramps at Sandy Lake and Freeport Parkway. EXECUTIVE SESSION: (Closed to the public) Item 4A: Article 6252-17, Section 2 (e) discussion with City Attorney. 1: Discussion concerning possible litigation A. Legal purposes of discussing right-of-way acquisition - Minyards B. Legal discussions regarding pending lawsuits 4B: Article 6252-17, Section 2 (g) discussion concerning personnel. 1. Discussion concerning Council Liaison appointments 2. Discussion concerning appointment of Consultants Mayor Duggan then declared the meeting closed on 3anuary 5, 1988 at 9:45 p.m. for an Executive Session as allowed under the above recited article. Mayor Duggan adjourned the Executive Session on 3anuary 5, 1988 at 12:32 a.m. There being no further business to come before the City Council, the meeting was adjourned.
