CM 1986-01-07 Minutes of January 7, 1986 The City Council of the City of Coppell met in special called session on Tuesday ~January 7, 1986 at 7:30 p.m. in the Coppell High School Administration Building. The following members were present: Lou Duggan, Mayor Bunny Thompson, Mayor Pro Tem Dale Ware, Councilman John Bailey, Councilman Walter PettiJohn, Councilman Bill Smothermon, Councilman Also present were City Manager, Frank A. Proctor, Jr., City Attorney Larry Jackson and City Secretary Dorothy Tim~ons. The meeting was called to order and everyone asked to stand while Councilman Smothermon gave the invocation. Item 1: Work session to discuss interior layout of the municiPal complex. Mr. Jack O'Brien, Mr. Rick Bertani and Mr. Mike HenJum representing O'Brien, O'Brien, Nyfeler & Callaway were present to discuss this item with the Council. City Manager Frank A. Proctor, Jr. made a statement to the Council concerning the Municipal Complex and voiced concerns over potential problems that might be encountered in the construction of the complex. During discussion on this item, three major areas of concern were brought to the Council's attention. They are, the current status of the budget for the complex, the need for adequate space for current as well as future City employees and the cost of needs for items that were deleted from the contract such as the vaults and janitor closets with running water. Following discussion on this item Mayor Pro Tem Thompson moved that these suggestions and indicated needs for the City along with the list of current city personnel to be housed at the Municipal Complex, be passed on to the architects to determine the cost estimates and that this item be brought back for final recommendation. Councilman Bailey seconded and motion carried 5-0. Item 2: Consider approval of payment to Rowbotham Advertising Agency for Coppell Presentation Folders. Jim Cowman, Chairman of the Economic & Development Board, made the presentation to the Council. He stated that the total cost of this bill, $23,804.60, is for a turn-key Job on the brochures that are being mailed to developers and prospective investors in Coppell. The total amount i~ the current budget for Economic & Development Board funds is $20,000.00, of which $537.00 has been previously spent. City Manger Frank A. Proctor, Jr. recommended to the Council that the City approve payment of $19,463.00 towards the payment of the bill, and that the Economic & Development Board fund the remainder out of contributions that they receive. This amount, in effect, would complete the budgeted amount for the board for this year. Following discussion on this item, Councilman Smothermon moved to approve the expenditure of $19,463.00 for the Economic & Development Board and that this board utilize any funds raised through contributions for further expenses. Councilman Ware seconded and motion carried 5-0. The meeting was then adjourned. ATTEST: MINITS 010786
