CM 1986-03-31 Minutes of March 31, 1986
The City Council of the City of Coppell met in special called session on
Monday, March 31, 1986 at 7:30 p.m. in the Conference Room at the First
Coppell Bank. The following members were present:
Lou Duggan, Mayor
Bunny Thompson, Mayor Pro Tem
Dale Ware, Councilman
John Bailey, Councilman
Walter PettiJohn, Councilman
Bill Smothermon, Councilman
Also present was City Manager, Frank A. Proctor, Jr., City Secretary
Dorothy Timmons and City Attorney Larry Jackson.
Mayor Duggan called the meeting to order and asked everyone to stand
while Councilman Pettijohn gave the invocation.
MAYOR'S REPORT
Item 1: Mayor's Report
A. Mayor Duggan informed tbs Council that the parking area at Andrew
Brown Park is being expanded and extended the thanks of the City to
both tbs Parks Department and Mr. Johnny Thompson for providing
equipment for this expansion.
B. Mr. Scott Smith who bas been the liaison concerning the hydro-plane
boat races to be held at Nortblake Park over Labor Day has bad a
heart attack and ~--'11 be out for some time. At this point Mayor
Duggan is not certain as who would be acting as liaison in bis
place.
C. Mayor Duggan informed the Council that the representatives from the
Mitchibusti Plant that had recently toured Coppell have indicated
that Coppell and one other site are being considered with
negotiations for three differenct tracks of land being carried on
in Coppell at this point.
CITIZEN'S APPEARANCES
Item 2: Consider citizens who wish to speak before the City Council.
Mr. Ray Warren was recognized and questioned an item concerning the
cul-de-sac at his property being placed on the agenda. Mayor Duggan
informed Mr. Warren that this item would be placed on the agenda
sometime in the near future.
STAFF REPORTS AND REQUESTS
Item 3: To consider Coppell's City Council recommendation to Dallas
County concerning relocation of BeltliDe Road.
Councilman Smothermon mcved that the City recommend to Dallas County
that Beltline Road be built in its present location and that the City
accept Terra's statemeu: that they are willing to be assessed for
improvements to this roadway. Councilman Pettijohn seconded; motion
failed 2-3 with Councilman Smothermon and Councilman PettiJohn voting in
favor of the motion. Councilman Ware, Mayor Pro Tem Tompson and
Councilman Bailey voting against the motion. Following further
discussion Councilman Ware moved that this item be tabled until 6:00
p.m. Friday, April 4, 1986 for a special meeting to be held and that
Councilman Bailey and Councilman Ware meet with the four major land
owners that are effected by the Beltline property in Coppell. This
meeting is to take place at 1:00 p.m. on Thursday, April 3, 1986 at a
place to be determineC. Mayor Pro Tom Thompson seconded the motion
which carried 3-2 witk Councilman Bailey, Mayor Pro Tom Thompson and
Councilman Ware voting in favor of the motion and Councilman Pettijohn
and Councilman Smothermon voting against the motion.
PUBLIC HEARING
Item 4: Public hearing to consider annexation of 46.592 acres of land
located north of Denton Creek and east of Denton Tap Road.
Mayor Duggan declared the public hearing open and asked for those
persons who wished to speak for the proposed annexation. There were
none. He then asked for those persons wishing to speak against the
proposed annexation. Again there were none. The public hearing was
then declared closed. The ordinance approving this annexation will come
back before the Council at a future Council meeting.
EXECE~IVE SESSION
Item 5: Article 6252-17, Section 2 (e) discussion with City Attorney.
Item 6: Article 6252-17, Section 2 (g) discussion concerning
personnel.
The meeting was then closed for executive session as allowed under the
two above stated articles. Following the executive session the meeting
was declared open to the public.
PUBLIC SESSION
Item 7: Consideration of six-month evaluation of City Manager and any
other personnel action based on discussions held during the
executive session.
Councilman Ware moved that City Manager be given an annual raise of
$2,50C.00. Councilman Smothermon seconded; motion carried 3-2 with
Councilman Smothermon, Councilman Ware and Councilman Pettijohn voting
in favor of the motion. Councilman Bailey and Mayor Pro Tom Thompson
voting against the motion.
The meeting was then adj ourmed.
