CM 1986-05-01 Minutes of May 1, 1986
The City Council of the City of Coppell met in special called work
session on Thursday, May 1, 1986 at 6:00 p.m. in the Conference Room at
the 1st Coppell Bank. The following members were present:
Lou Duggan, Mayor
Dale Ware, Mayor Pro Tem
Dean Wilkerson, Councilman
Tom Morton, Councilman
Bill Smothermon, Councilman
Jim Cowman, Councilman
Mark Wolfe, Councilman
Dan Stanton, Councilman
Also present were City Manager Frank A. Proctor, Jr., City Secretary
Dorothy Timmons, and City Attorney Larry Jackson.
Mayor Duggan called the meeting to order.
EXECUTIVE SESSION (Closed to the public)
Item: Article 6252-17, Section 2 (g) discussion concerning personnel.
The meeting then went into Executive Session as allowed under the above
stated article. Following the Executive Session the meeting was
declared open to the public.
STAFF REPORTS AND REQUESTS
Item 1: Work session on mid-year budget review.
City Manager Frank A. Proctor, Jr. and City Finance Director Frank
Trando made the presentation to the council. Their presentation
included a review of the 1985-86 budget and a mid-year budget review
amendment request to include the following:
Additional personnel and related expenses

One - Administrative Secretary
One - Civil Engineer
Two - Development Inspectors
Additional personnel and related expenses
Inspection Department
Two - Building Inspectors
plus the purchase of a vehicle
Additional personnel and related expenses
Plannin~ and Zonin~
A senior Planning and Zoning technician
Additional personnel and related expenses
Finance Department
One - Purchasing Officer
Two - Accounting clerks
plus two computer work stations
Additional personnel and related expenses
City Secretary Department
One - Secretary
Total Expenditures for this request amount to $169,049.00
City Manager Frank A. Proctor, Jr. recommended that these items be
approved in the budget amendment. A request in the Police Department
for five additional staff members at a total cost of $54,267.00 is not
being recomm~ended for approval at this time. Funds to finance this
budget amendment request are available from additional revenues,
developer impact fees and revenue sharing monies and does not affect the
reverse budget for the 1985-86 fiscal year. Following discussion
Councilman Smothermon moved that the recommendation of the City Manager
for the eleven personnel plus vehichle and two computer work stations be
approved. Councilman Stanton seconded and motion carried 6-1 with
Councilman Wilkerson, Councilman Morton, Councilman Smothermon,
Councilman Cowman, Councilman Wolfe and Councilman Stanton voting in
favor of the motion and Mayor Pro Tem Ware voting against the motion.
The meeting was then adjourned.
