CM 1986-07-10 Minutes of July I0, 1986 The City Council of the City of Coppell met in an emergency called session on Thursday, July I0, 1986 at 8:00 p.m. in the Board Room of the First Coppell Bank. The following members were present: Lou Duggan, Mayor Dean Wilkerson, Councilman Tom Morton, Councilman Jim Cowman, Councilman Dale Ware, Mayor Pro Tem (Absent) Bill Smothermon, Councilman (Absent) Mark Wolfe, Councilman (Absent) Dan Stanton, Councilman (Absent) Also present were City Manager, Frank A. Proctor, Jr., City Secretary Dorothy Timmons and City Attorney Representative Lewis Nichols. Mayor Duggan called the meeting to order and determined that a quorum was not present. He then recessed the meeting until 7:00 a.m., Friday, July 11, 1986 in the new Coppell Town Center. The meeting was then recessed. At 7:00 a.m. on Friday, July 11, 1986 the City Council reconvened in an emergency called session. The following members were present: Lou Duggan, Mayor Dale Ware, Mayor Pro Tem Dean Wilkerson, Councilman Tom Morton, Councilman Bill Smothermon, Councilman Jim Cowman, Councilman Mark Wolfe, Councilman Dan Stanton, Councilman Also present were City Manager Frank A. Proctor, Jr., City Secretary Dorothy Ti~mnons and City Attorney Representative Lewis Nichols. Mayor Duggan called the meeting to order. PUBLIC SESSION (Open to the public) Item 1: Discussion with Connell Development regarding inquiries made by Mitsubishi Corporation. Present to discuss this item with the Council was Mr. Mark Connell. Mr. Connell informed the Council that it is anticipated that a contract would be in hand by July 31, 1986 with closing on the land purchase on the proposed land purchase by August 31, 1986. The main problem area to be resolved is the design of the drainage ditch and the cost of constructing an open ditch with a reinforced concrete pile up channel as opposed to a ditch constructed with box culverts. If the open drainage ditch was constructed it would be designed for maximum flow. Following discussion on this item, Council Smothermon moved that Connell Development be given permission to use the open drainage designed with a fully lined reinforced concrete channel in place of a box culvert with the stipulation that the land required for the open drainage channel be provided by the Mitsubishi Corporation with any cost savings realized in the construction of an open drainage ditch as opposed to a box culvert design being passed on to the Mitsubishi Corporation. Additionally, this open channel will connect into the box culvert that connects on Beltline Road as currently designed. Councilman Morton seconded the motion which carried unanimously with Mayor Pro Tem Ware and Councilman Wilkerson, Morton, Smothermon, Cowman, Wolfe and Stanton voting in favor of the motion.
