CM 1986-08-13 Minutes of August 13, 1986 The City Council of the City of Coppell met in a special called session on Wednesday, August 13, 1986 at 7:30 p.m. at the Coppell Town Center. The following members were present: Lou Duggan, Mayor Dale Ware, Mayor Pro Tem Dean Wilkerson, Councilman Tom Morton, Councilman Bill Smothermon, Councilman Jim Cowman, Councilman Mark Wolfe, Councilman Dan Stanton, Councilman Also present were City Manager Frank A. Proctor, Jr., City Secretary Dorothy Timmons and City Attorney Larry Jackson. Mayor Duggan called the meeting to order. EXECUTIVE SESSION (Closed to the Public) Item 1: Article 6252-17, Section 2 (e) discussion with City Attorney, and (g) discussion of personnel. A. Performance Review of City Manager B. Performance Review of City Secretary C. Performance Review of Director of Public Works D. Performance Review of Police Chief E. Discussion with City Manager concerning his request that City Council conduct an inquiry concerning matters involving the Department of Public Works and Police Department pursuant to Section 3.15 of the Home Rule Charter. The meeting then went into executive session as allowed under the above stated article. Following the executive session the meeting was declared open to the public. SPECIAL CALLED SESSION (Open to the Public) F. Council action concerning items considered in executive session in connection with Performance Reviews of City Manager, City Secretary, Director of Public Works and Police Chief, including votes of confidence where appropriate. Councilman Cowman moved that the resignation of City Manager Frank A. Proctor, Jr. be accepted with payment of 30 days severance pay. The resignation is effective immediately. Mayor Pro Tem Ware seconded. The motion carried unanimously with Mayor Pro Tem Ware and Councilman Wilkerson, Morton, Smothermon, Cowman, Wolfe and Stanton voting in favor of the motion. Finance Director Frank Trando will be appointed as Acting City Manager during the interim. G. Council action concerning item considered in executive session in connection with City Manager's request that City Council conduct an inquiry concerning matters involving Department of Public Works and Police Department Adjournment.
