January 3, 2007
MINUTES
The Coppell Economic Development Committee met at 6:00 p.m. on Wednesday, January 3, 2007 at
Coppell Town Center, 2nd Floor Conference Room, 255 Parkway Boulevard, Coppell, Texas 75019. The
following were present: Bill Rohloff, Gary Roden, Jason Crawford, Jim Pranske, Bradley Snyder, Kenneth
Luttmer, Larry Kingsbury, Matt Hall, Mary Ciminelli, Scarlett Hovland, Mindi Hurley, Chad Beach,
Councilmembers Jayne Peters, and Marvin Franklin.
Call to Order

Bill Rohloff called the meeting to order at 6:00 p.m.
Approval of Minutes

It was moved by Matt Hall and seconded by Jason Crawford that the minutes of the November 1,
2006 meeting be approved. The motion passed unanimously.
Consideration of a Request by TDC Gateway Business Center, L. P. for Tax Abatement

Mindi Hurley explained that TDC Gateway Business Center is asking for a consideration
of tax abatement for two buildings consisting of approximately 225,370 sq. ft. of space for
office space on 18.09 acres of Lots 1 & 2, Block A of Gateway Business Park No. 3,
located on northwest corner of Freeport Pkwy. And I. H. 635E.

Ric Nelson, the applicant’s representative was present to offer a description of the office
buildings.

The buildings will be located on the remaining 60 acres of the Catellus/ProLogis
Development formerly known as Gateway Corporate Center located on Freeport Parkway
north if I-635.

Phase one of the project will consist of building one, a 110,560 sf. two story office
building situated on 8.6 acres and building two, a 114,810 sf. two story office building
situated on 9.49 acres.

The grand total of these two buildings on 18.09 acres of land is 225,370 sf at a contracted
initial construction cost of $11,719,240.00.
??
Anticipated employment is expected to between 750 and 900 employees with the average
yearly salary range between $65,000 and $75,000.

Applicant is the owner and at this time there are no occupancy commitments in place.
Preferably the applicant would like to have one tenant per building.

An estimated valuation of the development was provided by Chad Beach. The project does
meet the tax abatement criteria for a 5-year 75% tax abatement.

Discussion followed.

It was moved by Matt Hall and seconded by Larry Kingsbury that a 5-year, 75% tax
abatement be granted for TDC Gateway Business Center, L.P. The motion passed
unanimously.
Discussion of Economic Development Strategic Plan

Bill Rohloff reviewed the Economic Development Strategic Plan.

Discussion followed.
??
The committee will be discussing the “retention/expansion” segment at each meeting. A
spreadsheet of building projects progress, opening and closing of businesses, and what
projects are in the planning stage. Mindi will supply this information at the Feb. meeting.
??
The committee mentioned the following as high priorities of concern:
1. Retention of businesses with possible incentives
2. Recruiting of new prospects
3. Proactive on the aging of the community with possible incentives
4. Be aware of the changing demographics

It was suggested that over the next three months, the committee would discuss one goal per
month to make sure the strategic plan continues to be a guide for the committee and its
efforts.
General Discussion and Update on Commercial and Industrial Projects

Hard Eight BBQ continues its construction at the corner of Bethel Rd. and Freeport Pkwy.
??
The 25,300 sq. ft. warehouse at 1075 S. Belt Line is being finished out to occupy Native
Wholesale.

Wynnpage Plaza shopping strip is underway in the 200 block of South Denton Tap. The
building will provide restaurant space, retail and office space and a 3,500 sq. ft. medical office
in the back of the building.

Healthy Me Marketplace at 240 N. Denton Tap is near completion
??
Dr. John Hall will occupy a 4,000 sq. ft. 24-hour emergency care medical office at 820 S.
MacArthur.

Sandy Lake Crossing, a 7,200 sq. ft. retail center at 115 W. Sandy Lake Road will occupy a
nail salon.
??
The Plaza, which consists of five office buildings, is underway at Highland and SH 121.
??
The East Belt Line Trade Center at 346 E. Belt Line is working with a prospect that will
hopefully occupy the building soon.
??
Duke Realty Corp. is moving forward with project planning for the Lesley Tract located at
IH635 and Beltline Road.
??
Coppell Trade Center at 820 W. Sandy Lake Road continues construction.
??
Vista Point South Phase II continues construction.
??
East Belt Line Trade Center at 346 E. Belt Line continues construction with a potential of
eight individual tenants.
??
The Kolberg Project for development on the west side of Coppell continues to move forward.
??
Construction continues at Fire Station #3 and the Justice Center.
??
Construction on the Senior Center will begin in late Spring 2007.
??
Council approved nine Beer and Wine variance requests.
??
City received four more beer and wine variance requests.
??
The City closed on the purchase of the historic Kirkland home located at the intersection of
South Coppell and West Bethel Roads. Revitalization of the house is in the planning stage.

The DFW Development Team will be present at the Feb. meeting to discuss the DFW property
that is located in Coppell south of 635 off of Royal.
With no further business to discuss, it was moved by Larry Kingsbury and seconded by Jason
Crawford that the meeting adjourn. By unanimous vote, the meeting was adjourned at 7:30 p.m.
